Four seats on the Auburn School District Board of Directors were up for election on November 3, 2015. Three seats were up for general election. The fourth seat was up for special election due to an unexpired term. District 5 incumbent Lisa Connors resigned from the board in September 2014 to accept a job with the school district. Ryan Van Quill was unanimously appointed by the remaining board members to fill the open seat until the 2015 election.[1]

District 1 incumbent Ray Vefik, District 2 incumbent Carol Seng and District 4 incumbent Anne Baunach were up for regular election. While Vefik and Baunach won re-election without opposition in Districts 1 and 4, Seng did not file to seek a new term in the District 2 seat. Robyn Mulenga won the open seat without opposition.[2] Van Quill stated at the time of his appointment that he intended to seek the remainder of the District 5 term in this election. Ultimately, he was the only candidate to file for the remainder of Connors' unexpired term and won the election without opposition.[1][2]

Auburn District is located in King County and a portion of Pierce County in western Washington. In 2013, King County was home to an estimated 2,044,449 residents and Pierce County to an estimated 819,743 residents, according to the United States Census Bureau.[3][4] In the 2011-2012 school year, Auburn School District was the 22nd-largest school district in Washington, serving 14,508 students.[5]

Demographics

In 2013, King County outperformed and Pierce County underperformed in comparison to the state of Washington as a whole in terms of higher education achievement and median household income. The United States Census Bureau found that 31.9 percent of Washington residents aged 25 and older had earned a bachelor's degree or higher, while the rate was 46.6 percent in King County and 24.0 percent in Pierce County. The median household income was $59,478 statewide, $71,811 in King County and $59,204 in Pierce County. Both counties outperformed the statewide rate of persons living below the poverty line of 13.4 percent. The rate was 11.5 percent in King County and 12.4 percent in Pierce County.[3][4]

Voter and candidate information

The Auburn Board of Directors consists of five members elected by district to four-year terms. If more than two candidates had filed for any one position up for election, a primary election would have been held on August 4, 2015. The general election for the three regular terms and the one unexpired term was November 3, 2015.

Elections in Washington require candidates to pay filing fees equal to 1 percent of a position's annual salary. Board members in Auburn can be reimbursed up to $4,800 for district activities but do not receive salaries, which eliminates the filing fee. Candidates were required to file for this election by May 15, 2015.

Campaign finance

No contributions or expenditures were reported as of October 29, 2015, according to the Washington Public Disclosure Commission.

Candidates who raised and spent no more than $5,000 in aggregate and who did not receive more than $500 from any one contributor, including themselves, could participate in "mini reporting." These candidates were required to file a candidate registration statement and keep a record of their contributors and expenditures, but they were not required to report them unless they exceed the stated thresholds. In those cases, they were required to switch their filing status from "mini" to "full" reporting by August 31, 2015.[8]
