An effort to recall Brenda Moore from her position as the Muskegon County drain commissioner in Michigan did not go to a vote in 2018. Recall supporters did not collect enough signatures to get the recall on the ballot.[1]
The recall effort began in January 2018. Recall supporters said they started it due to county plans to spend $2 million on drain improvements. The county election commission rejected the initial recall petition, saying that it was not sufficiently clear and did not show that Moore had done something wrong.[2] A new petition was filed and was approved by default when the Michigan Board of State Canvassers failed to hold a clarity and factual meeting during the prescribed days.[3]

The recall petition was filed on January 16, 2018. In Michigan, a clarity and factual hearing must be held before recall proponents can begin collecting signatures. The county election commission held a hearing on January 23, 2018, to determine whether the recall petition was clear and factual. The commission decided the language was not sufficiently clear and factual and rejected the recall petition.[2]
A second petition was submitted to the Michigan Board of State Canvassers on March 16, 2018. A clarity and factual hearing was scheduled for April 5, 2018, but it was canceled because not enough of the members were able to attend. These meetings are required to be held between the 10th and 20th day after a petition is filed, according to state law. Since a meeting did not occur, the petition was approved by default. Moore's attorney filed an appeal with the Michigan Court of Appeals on April 11, 2018.[3] The court of appeals ruled against Moore on December 11, 2018. Moore appealed to the Michigan Supreme Court, which also ruled against her.[1]
