Recall supporters
Irene Finehout submitted the recall petition on December 28, 2018. The petition stated, "hostile actions against Kosskia Ambulance grievously endanger the 3,000-plus people residing within the agency's service area."[3]
Recall opponents
State law gave Schilling five business days after the signatures were verified to resign or a special election would be called. Schilling did not resign, offering no comment on the recall election at that time.[1]

Petitioners were required to submit valid signatures equal to 20 percent of the registered voters in the city's last election—45 signatures. Of the 76 signatures submitted, 66 signatures were found valid by the Idaho County Clerk’s Office.[1]
