Paterson Public Schools school board, At-large

Errol Kerr was an at-large representative on the Paterson Public Schools Board of Education. He ran for re-election and lost in the general election on November 3, 2015.[1] Kerr was appointed to the fill a seat when member-elect, Michael Henry, was disqualified from serving on the board. He was defeated in the at-large general election on November 8, 2016.

Four of the nine seats on the Paterson Public Schools Board of Education were up for at-large general election on November 8, 2016. Three of the seats came with three-year terms, and one seat came with a two-year term. Incumbents Christopher Irving and Flavio Rivera, along with Emanuel Capers, won election to the board by defeating incumbent Kenneth Simmons, Joseph Atallo, Corey Teague, and Stacey Coleman. A special election was held for a fourth seat with a two-year term after board member-elect Michael Henry was barred from serving on the school board due to the discovery of a past criminal background. Errol Kerr was appointed to fill Henry's position. He ran for re-election and lost to newcomer Manny Martinez.[2]

Funding

Kerr reported $4,174.59 in contributions and $3,040.74 in expenditures to the New Jersey Election Law Enforcement Commission, which left his campaign with $1,133.85 in the election.[3]

Opposition

Three of the nine seats on the Paterson Public Schools Board of Education were up for general election on November 3, 2015. The seats of at-large incumbents Errol Kerr, Manuel Martinez Jr. and Corey Teague's seats were up for election. Kerr and Teague filed to seek re-election, while Martinez did not. Challengers Nakima Redmon, Oshin Castillo and Kevin Henry defeated Kerr, Teague and Jesus Castro. Write-in candidates were allowed in this election.[1]

Funding

Kerr reported no contributions or expenditures to the New Jersey Election Law Enforcement Commission as of October 27, 2015.[4]

Endorsements

Kerr received endorsements from State Reps. Benjie Wimberly (D) and Shavonda Sumter (D). He also earned endorsements from city councilmember Andre Sayegh and school board members Corey Teague and Lilisa Mimms in September 2015.[5]

Kerr discussed the district's projected budget shortfalls in an interview with the Paterson Press:

The reduction in force carried out by the district in the spring was not designed to fix its fiscal problem, but instead to tide it over to the next budget cycle. Fixing a problem usually calls for the identification of the root causes followed by an application of remedies. Outside of laying-off needed teachers, what other remedy was applied? None! And that's regrettable because there is nothing we, the elected board can do to reverse the situation. The fact is the board is not in charge of the budget, the state appointed superintendent is, and he is in no way prepared to do anything outside of what he has done over the past six years to help us address flat funding, nothing!

The present board should be commended for consistently raising its collective voice in making our fragile fiscal state a matter of public awareness and concern. Here are a few things that I would like to recommend to the superintendent:

  • Impose a freeze on all non-instructional positions, until a forensic audit can determine need, value, and utility of all un-filled positions districtwide.
  • Place a moratorium on new charter schools.
  • Demand full funding of the district from the state.
  • Execute a forensic audit and review of all existing contracts.
  • Eliminate all non-productive administrative/ supervisory positions.
  • Strengthen the district's 'grant writing' capacity by employing a couple specialist.
  • Improve management of our human resources (eight hours work for eight hours pay).
