Erwin Cain is a former Republican member of the Texas House of Representatives, representing the District 3 from 2011 to 2013.
Biography
Professional experience
"A small businessman, Erwin owns a real estate investment company. In college, Cain served as Texas state president of the Junior Collegiate Distributive Education Club of America (DECA). At the time, DECA was the nation’s 2nd largest scholastic organization and focused on training young entrepreneurs for the business world.
Erwin’s law practice extends throughout East and Northeast Texas, where he has built a practice representing those who have been sued and defending against frivolous lawsuits. He has owned his own law firm for 16 years."[1]

Cain's campaign site gave the following statement as to why he is ran for office: "Erwin believes this is a critical time to stem the rising tide of government’s efforts to control all aspects of our lives. His policy will be to reduce taxes and spending, protect private property rights, crack down on illegal immigration, preserve election integrity by passing a Voter ID bill, protect our right to keep and bear arms, and promote jobs and economic development for East Texas.
A traditional conservative, Erwin is committed to serving as a leader in the fight to preserve the values of faith and family. In announcing his candidacy, he said, “As a husband and a father of three I have learned the importance of strong family values, teaching by example, and personal responsibility. That starts with integrity, the bedrock of a strong moral core. I will always champion the sanctity of life and fight to preserve traditional marriage.”."[1]

- Illegal Immigration
- Excerpt: "The federal government has failed us miserably on this front, and Texas has been forced to use state taxpayer resources to secure our border. Maybe we ought to consider sending a bill to Washington for having to spend our taxpayer dollars to enforce border security."
- Voter ID
- Excerpt: "I strongly support a voter ID bill, and I’ll be part of working to get passed this next session. We’ve got to ensure the integrity of our elections, and I just can’t imagine why anyone would oppose showing a photo id before they go in the voting booth. You have to show an ID to rent a video – it’s just common sense that you should do the same to vote."
- Big Government
- Excerpt: "The role of government should be limited to those obligations outlined in the United States Constitution, primarily to insure domestic tranquility, provide for the common defense, promote the general welfare and secure the blessings of liberty...The voters in this district want a representative who will apply a common sense approach to limited but effective government. I will apply our rich conservative East Texas values from the experience of a long time business man with a trained legal mind."

- Excerpt: "The State has to live within its means, just like East Texas families do. Families across East Texas are having discussions - right now – about where they will cut back in their family budget. We are taxed too much already. So if anyone believes we need more taxes to solve our problems, I’m not going to be your candidate. Not only do taxes need to be reduced, but spending needs to be trimmed. The entire budget needs to be examined to eliminate wasteful spending and ineffective programs."

- Excerpt:"As a businessman for most of my adult life, I know the struggles of business development, making payroll, paying taxes and the growing burdens of ever increasing government regulations and taxes. I will be a bulwark against any efforts to raise taxes, grow government, increase litigation, dilute our rights or any other action that would restrict the growth of free enterprise."

- Excerpt:"We have plenty of water, inexpensive land, trained labor, a low cost of living, and a great way of life. By aggressively and wisely touting these assets outside of our district, we can develop more vibrant and prosperous opportunities and create more jobs here in our community...Transportation and infrastructure development are an important component of successful efforts to promote East Texas. Roadways are the arteries of commerce. Quality, safe roadways are needed not just for economic development, but also to preserve the quality of life and safety of our citizens."
- Lawsuit Abuse
- Excerpt:"I’ve spent the last 21 years defending individuals and businesses from the costly and wasteful whims of frivolous lawsuits by plaintiff lawyers. I have supported practical reforms to limit the reach of lawsuit abuse and to promote a healthy business environment. I will continue that fight in the Texas Legislature."
- Education
- Excerpt:" High quality education is the smartest way to secure the future of our children, and I will work to make District 3 schools the envy of the state. We’ve got to ensure that parents are ultimately very involved in the education process. It’s also important that we promote an environment that is conducive to learning. Our teachers need to know we will support them when discipline is required."
- 2nd Amendment
- Excerpt:"I believe the 2nd amendment is one of the clearest written articles in the Bill of Rights and believe that that right should never be infringed: “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” I will not support any bill to limit that 2nd amendment right of law-abiding citizens."
- Private Property Rights
- Excerpt:"Property rights are one of the three sacred rights listed in the Declaration of Independence and I think they should be protected as sacred. When on rare occasion it may be necessary for the state to need private land for the common good, the government must be required to negotiate with landowners so that there is fair compensation paid for that land. Eminent domain should be used sparingly, and landowners must be fairly compensated for their land."
- Abortion and Gay Marriage
- Excerpt:"I will always champion the sanctity of life and fight to preserve traditional marriage. I’m strongly pro-life – without apology. I believe life begins at conception and should be protected...I support traditional marriage, and believe that marriage is between one man and one woman."[2]
Elections
2010
Cain defeated Holland Harper in the March 2 Republican primary by a margin of 7,074 to 4,689.
Cain won election to the District 3 seat, defeating incumbent Mark Homer (D) and J. Douglas Froneberger (L) in the general election on November 2.[3]

Cain lives with his wife, Hope, in Como, Texas. They have three children. Cain is a member of the First Baptist Church of Sulphur Springs.Cain previously served as Chairman of the Hopkins County Republican Party. He launched and chaired the Northeast Texas GOP Chairmen's Coalition.
Cain owns a real estate investment company and a law practice.
He earned his Associate degree in Management from Kilgore Junior College in 1982. He received a Bachelor's degree in Management and Marketing from East Texas State University in 1985. Cain earned a law degree from the University of Arkansas in 1988.[1]
