Three seats on the school board for Fairbanks North Star Borough School District were up for election on October 1, 2013. Seats up for elections covered Seats C, D, and G.[1]
About the district
The Fairbanks North Star Borough School District is located Northeast of the Anchorage and the borough's land area is slightly larger than the state of New Jersey. According to the 2010 Census, it was home to approximately 97,581 residents.[2]
Demographics
According to the 2010 Census, the median household income for Fairbanks North Star Borough was $68,922 when compared to $69,014 for the state of Alaska. The percentage of people below poverty level for Fairbanks North Star Borough was 7.8% while it was 9.5% for the state of Alaska. 93.0% of persons over the age of 25 had a high school degree, while 91.4% of Alaska residents had a high school degree. The 2010 U.S. Census found that 27.7% of Fairbanks North Star Borough residents aged 25 or older had a bachelor's degree, while the same rate was 27.2% for the state of Alaska.

Method of board member selection
The Fairbanks North Star Borough School Board consists of seven members elected to three-year terms. All seven members of the board are elected by district. General elections take place on the first Tuesday in October. There are no primary elections. Seats C, D, and G were up for election on October 1, 2013 with Seat G a one-year unexpired term.[4]

Campaign finance
As of August 2, 2013, no campaign donations had been reported to the Alaska Secretary of State.[5]
What was at stake?
Three positions including the president position held by Kristina Brophy were up for election on October 1, 2013.
Issues
Charter schools
As of 2013, the district had three charter schools.[6] The Chinook Charter School served grades K-8 and utilizes a Montessori style education system.[7] The Effie Kokrine Charter School is a charter school serving students in grades 7-12 and focused on a college prepatory curriculum with a culture grounded in Alaska Native culture and traditions.[8] The Watershed School served grades K-9 and emphasizes nature education as well as a traditional curriculum.[9]
Home school program
As of 2013, the district offered a home-school program, Fairbanks B.E.S.T., which serves approximately 265 students.[10] B.E.S.T. offered staff to help parents with curricular development, students to participate in school activities, the opportunity to enroll in up to two classes at district schools, and 24/7 technical support.[11]

Additional measures on the ballot
This election shared the ballot with an election for mayor as well as three seats on the Fairbanks North Star Borough Assembly.[13] Voters in the district approved Proposition 1 to increase property taxes to $13.66 per $100,000 of property value in order to finance 40% of a $54.4 million renovation at Ryan Middle School. Voters also approved a $19.4 million bond issue to pay for maintenance and renovation at six schools.[14]
