Downes ran in the 2012 election for Delaware State Senate District 18. Downes ran unopposed in the Democratic primary on September 11, 2012 but withdrew from the general election a day later on September 12. Downes' withdrawal means incumbent Gary Simpson will run unopposed in the November 6 general election.
