An initiative petition signature validity rate is the percent of signatures certified as valid by officials from the total number of raw signatures submitted by petitioners.

After initiative and referendum sponsors submit their raw signatures, the signatures for go through a verification process to determine how many of the submitted signatures are valid. State laws require different verification methods.

The following data is comprehensive (with certain exceptions) for certified initiative petitions between 2017 and 2025. It also contains a sampling of citizen-initiated measures from certain initiative petition efforts from 2006 through 2010 and 2016.

  • The average signature validity rate for initiatives certified to appear on the ballot from 2017 to 2025 was 78.8%.
  • The average percent of raw signatures submitted was 142.0% of the required number of signatures.

    Signature validity rates by year

    Two initiatives were certified for the 2025 ballot. Both were in Maine. In total, campaigns for the two initiatives needed to gather 135,364 valid signatures to qualify the measures for the ballot.

    The average signature validity rate (the number of signatures deemed valid out of the raw total number of submitted signatures) was 93.0% and the average percent of raw signatures submitted was 185.9% of the required number of signatures.

    10. Due to the large number of signatures submitted, the secretary of state's office determined the validity rate of the submitted signatures based on approximately half of the data.
