Joan Hood was a 2016 Republican candidate for District 50 of the Hawaii House of Representatives. Hood ran unsuccessfully for the same seat in 2014.

Hood's campaign website highlighted the following issues:

Lower the Cost of Living So You Can Keep More of Your Hard-Earned Money:

  • Exempt Hawaii from the Jones Act which will decrease the cost of everything in our state
  • Remove the State General Excise Tax from food, rent, and medical expenses
  • Introduce legislation to lower income tax at all income levels

Equip and Empower Schools:

  • Empower school principals with line-item budget control
  • Hawaii's parents must have a choice in their child's education
  • Vigorously work to defeat Pono Choices and Common Core Curriculum

Promote Safe and Peaceful Communities:

  • Promote laws that protect the rights of victims of crime rather than protecting the offender
  • Individuals must take personal responsibility for their own actions and our criminal justice system must be based on this principle

Support "Ohana" as the Foundation of our Society:

  • The family is the foundational unit of a strong and healthy community
  • Solutions for our families should come from decisions made at the dinner table, not the state capital building in Honolulu

Restore Trust Between Government and the People:

  • Strengthen transparency laws which give people the time to become informed and respond to new legislation
  • Introduce a constitutional amendment which adds referendums, citizen initiative, and recall provisions to the Hawaii State Constitution
  • Eliminate wasteful duplicate departments, agencies, programs and services between city, state and federal governments
  • Introduce term limits for our elected officials in the State of Hawaii[2]
