Joy Maloney was the Broad Run District representative on the Loudoun County School Board in Virginia. She won her first term in the seat in the general election on November 3, 2015.[1] Maloney did not file to run for re-election in 2019.

Maloney holds a B.S. in secondary education and an M.A. in educational leadership. She works as an information technology (IT) government contractor after stints as a software engineer with Marriott and AOL. Maloney worked as a high school math teacher for five years before moving into the IT field. She has served as the vice president of the Loudoun Education Alliance of Parents since 2014. Maloney and her husband have one child.[2]

The Loudoun County School Board is a nine-member board elected to serve four-year terms. One seat on the board is elected at-large, with the remaining eight seats elected by district. The seats of all nine incumbents were up for election on November 3, 2015.[3]

Algonkian District incumbent Debbie Rose, Broad Run District incumbent Kevin Kuesters and Dulles District incumbent Jeff Morse all faced one challenger each in their re-election bids. Rose and Morse retained their seats, while Kuesters lost to challenger Joy Maloney.

Fellow board member William Fox competed against two challengers, Tom Marshall and Nels Pearsall, in his bid to retain the Leesburg District seat. Marshall won the race, removing Fox from the board.

The race for the at-large seat featured newcomers Beth Huck and Stephan Knobloch, since board member Thomas Reed did not file for re-election. Huck won the open seat. Catoctin District incumbent Jennifer Bergel also did not file, which left her seat open to Eric DeKenipp and Dusty Sparrow Reed. DeKenipp securred that open seat. Incumbents Eric Hornberger, Jill Turgeon and Brenda Sheridan all ran unopposed and won re-election to the Ashburn District, Blue Ridge District and Sterling District seats, respectively.

Full-Day kindergarten for all
With a two-income family, Joy and her husband made the choice 10 years ago to put their daughter in private full-day kindergarten before sending her to Loudoun’s public schools. Ours is the only district in the DC metro area without universal full-day kindergarten. Joy has consistently supported full-day kindergarten for all of our kids and we can count on Joy to put a plan in place and get it done.

Lower class sizes
We all recognize the value of lower class sizes for our students and our teachers. According to the Washington Area Boards of Education, Loudoun County has the second worst student-teacher ratio for our elementary and middle school students and the worst for our high school students. Joy will continue to fight against overcrowding in our schools.

Elementary school foreign language
Our current School Board reduced then fully eliminated all elementary school foreign language two years ago. There's clear evidence that exposure to foreign language in the elementary years has many benefits, including helping with English grammar, acquiring foreign languages, and critical thinking. Loudoun is now the only district in the area without any elementary foreign language offerings.

More advanced, specialized programs
We need more advanced STEM opportunities at the elementary and middle school levels and more advanced, specialized programs besides science and mathematics in the arts, humanities, or International Baccalaureate. Other districts like Fairfax County, Prince William County, and even York County, where Superintendent Williams came to us from, have these so every student can meet their potential and follow their passions.
