Stephan Knobloch was a candidate for at-large representative on the Loudoun County School Board in Virginia. He was defeated in the general election on November 3, 2015.[1]

Knobloch earned a doctorate in administration and leadership from the University of Virginia in 2007. He worked in the district as a teacher for 13 years and an administrator for 11 years. Knobloch serves as senior vice president of research and advisory services at K12 Insight, LLC. He and his wife, Karen, have two children who graduated from district schools.[2]

The Loudoun County School Board is a nine-member board elected to serve four-year terms. One seat on the board is elected at-large, with the remaining eight seats elected by district. The seats of all nine incumbents were up for election on November 3, 2015.[3]

Algonkian District incumbent Debbie Rose, Broad Run District incumbent Kevin Kuesters and Dulles District incumbent Jeff Morse all faced one challenger each in their re-election bids. Rose and Morse retained their seats, while Kuesters lost to challenger Joy Maloney.

Fellow board member William Fox competed against two challengers, Tom Marshall and Nels Pearsall, in his bid to retain the Leesburg District seat. Marshall won the race, removing Fox from the board.

The race for the at-large seat featured newcomers Beth Huck and Stephan Knobloch, since board member Thomas Reed did not file for re-election. Huck won the open seat. Catoctin District incumbent Jennifer Bergel also did not file, which left her seat open to Eric DeKenipp and Dusty Sparrow Reed. DeKenipp securred that open seat. Incumbents Eric Hornberger, Jill Turgeon and Brenda Sheridan all ran unopposed and won re-election to the Ashburn District, Blue Ridge District and Sterling District seats, respectively.

1. Take Vision 20/20 and establish action plans tied to the strategic framework and the stated goals to guide the board and district leaders to make LCPS the best district in Virginia.
2. Commit resources to fulfill stated class-size goals
3. Eliminate the academic achievement gap between minority and non-minority groups.
4. Eliminate the disproportionate use of suspension as a means of discipline for minority students and students with disabilities
5. Improve and accelerate English language acquisition for ELL students and non-native speakers
6. Improve the lagging performance in mathematics
7. Ensure equitable distribution of resources across all LCPS schools and where appropriate provide additional resources to address student needs
8. Expand "academy-like" options for middle and high school students at their home school

Expand Early Childhood Education - PreK and Universal FDK

It is critical that every child have a strong foundation going into school. Children who learn the building blocks of literacy and numeracy before 2nd grade are more likely to succeed. LCPS needs to expand both Pre-Kindergarten and Full-Day Kindergarten programs. The Head Start and STEP programs must grow to meet the demands of our community and every child should have the option to attend a full-day kindergarten program.

Provide an Innovative Curriculum

I believe that teachers know what is best for their students. They should be free to create and innovate lessons and instructional units to include more interactive and engaging activities, such as hands-on science, greater integration of technology, performance-based, authentic forms of assessing student learning (fewer tests) and interdisciplinary projects.

Expand Foreign Language Learning

LCPS needs to bring back an elementary foreign language program into the curriculum. It was a short-sighted mistake to eliminate a successful program. LCPS elementary students must have the opportunity to learn a foreign language. I will work to expand the elementary curriculum to include options such as language immersion programs (multiple languages) and daily language-specific courses. [6]
