The recall effort was organized by Arthur Bach in response to a city council vote to approve an extension of a lane reduction on Buttles Street at State Street' M-20/ US-10 Business Route Corridor. The lane reduction was called the road diet and was commissioned by the Michigan Department of Transportation and the City of Midland as a part of a long-term study.[2]
Recall opponents
Wazbinski responded to the recall effort. He said, "He has total right to do this. So now, the next step is, he has to get the signatures. So, I just hope that people understand that there’s more; this is not about the road diet. It’s about my decision to continue the trial that we have going on."[2]

Michigan law says that petitioners have 60 days beginning on the date the first signature is collected to submit a number of signatures equal to 25 percent of the votes cast in the district for governor in the last gubernatorial election. In this case, petitioners would have had to gather 1,072 signatures to put the recall on the ballot.[4]
