Missouri Senate Bill 104, which concerned deadlines for adjudicating challenges to initiatives and referendums, was introduced by Sen. Will Kraus (R-8) on December 2, 2014. It was carried over to the 2015 legislative session and approved in the Missouri State Senate on February 19, 2015, in a vote of 26-8. In the Missouri House of Representatives, the bill was approved on April 15, 2015. Gov. Jay Nixon (D) signed SB 104 into law on July 14, 2015.[1][2]
Provisions
Senate Bill 104 was designed to require "actions challenging initiatives and referendums to be fully adjudicated more than fifty-six days prior to the election in which the measure will appear on the ballot."[2]
