An effort to recall Richard Samuelson from his position as a Goodhue County commissioner was launched in November 2011.[1] The recall effort did not result in a recall election. Samuelson, who represents District 2, has held his seat since 1994.
Reasons for recall
Steve Groth, who ran against Samuelson in 2010, organized the recall effort. Recall organizers were upset that Samuelson did not pursue an appeal of the Minnesota Public Utilities Commission’s approval of a 78-megawatt wind project in Samuelson's district. Recall advocates said Samuelson did not play his part to protect his district.[1]
Path to the ballot
Recall organizers would have needed to collect 986 signatures, which represents 25% of District 2 voters who voted in the 2010 election. Gathering this many signatures would have pushed the recall question to court, in accordance with the Laws governing recall in Minnesota. The recall effort never moved forward.
