I’m Robbie Smith, a high school math teacher from Madison County. I was born in Richmond; and have spent my entire life in Kentucky. I’ve sat back, feeling helpless, as the elite have run our Commonwealth; making decision after decision that either punishes or neglects us hardworking Kentuckians. I have one purpose: put Kentuckians first!
  • The biggest issue facing Kentucky today is addiction. Although the solution to our addiction problem is complex, there are simple steps we can take to overcome it. First, limit the opioids prescribed to young people. Second, provide help for those attempting to escape addiction. Last, provide an avenue for those who successfully recover to reintegrate successfully. I have real, concrete plans to address each step. To me, fighting addiction isn't a talking point to bring up every election, it's one of my main goals in pursuing the office of Governor.
  • Improving education in Kentucky is one of my major goals. I believe it is important to provide families access to quality education. This is my Fifteenth year teaching high school math in our Commonwealth, and I believe my experience in the he field can bring valuable perspective to making sustainable, necessary changes. Students have to be prepared to make the next steps after graduation, whether it is to further their education, or pursue a career directly.
  • Kentucky is capable of being an economic powerhouse. We have a hardworking population, abundant resources, and an ideal location; poised for the growth, manufacturing, and transportation of an incredibly wide range of commodities. The only thing standing in our way is a mishandling of opportunities by our bureaucratic government. We can lower taxes on small business, remove suffocating regulations, and allow our economy to reach it's potential.
We have to address our Commonwealth's addiction problem in a meaningful way.

The success of Kentucky's next generation depends on receiving a high quality education, but many students are left without that opportunity.

The financial success of our citezens is being neglected because of bureaucratic, stifling government interference.

Addiction

We have to have a real plan to combat addiction in the Commonwealth. Substance abuse in our state is a problem that affects almost everyone. Politicians often bring up the problem but fail to outline an approach that will significantly curb addiction. We need to address the problem from multiple sides.

Prevention: The majority of youth and young adults begin the addiction cycle after being prescribed opioids for routine surgeries like wisdom teeth extraction or sports related injuries. Modern science and peer reviewed doctor’s journals tell us that ibuprofen and acetaminophen are more effective in pain management for these procedures.

Rehabilitation: We have to continue providing opportunity for those struggling with addiction to receive access to programs that foster cooperation, support, and eventually job training, so they are able to recover and develop life skills that are needed to avoid future relapse.


Punishment Taxes

We need to stop punishing hardworking Kentuckians. By eliminating business, income, and property taxes we will incentivize growth of our economy and ultimately create far more revenue than a stifling tax increase.

Any tax that increases as you become more successful, is clearly designed as a punishment. Kentuckians work hard to provide for themselves and their families and the Commonwealth shouldn’t make it harder.

I support eliminating property taxes. Currently, Kentuckians rent their homes from the state. I want to change that.

I support eliminating the income tax. Currently, eight states have no income tax. I want to make Kentucky the ninth.

I support eliminating taxes on business. There are already too many barriers in place without business tax. This state is built on small business, their success is our success.

I support eliminating annual vehicle taxes and fees. You pay taxes for a car when you buy it. It makes no sense to pay those taxes again and again every year.

I support passing an amendment to the Kentucky Constitution to forbid each of these punishment taxes. This will make it harder for future legislators to steal from hardworking Kentuckians.


The Governor's Election Year

We need to move the governor’s race to the same year as the presidential election. Only five states in the U.S. hold their gubernatorial race during odd-year elections. In 2019, only about 1.5 million Kentuckians voted for governor. In 2020, over 2 million Kentuckians voted in the presidential race. Aligning the two races would increase voter turnout and allow our governor to better reflect Kentuckians.


Rights

The United States Constitution and the Constitution of Kentucky must be upheld. Any law must adhere strictly to these foundational documents, and preserve every right granted to us as Kentuckians and United States Citizens. Kentuckians have had their rights violated the last several years. I say, no more!

I pledge to carefully read every bill brought to my desk. Your rights belong to you. The Commonwealth was established to respect them and to protect them. I will not support violations of Kentuckians’ rights.

I pledge to veto any bill from the Assembly that will restrict or violate Kentuckians’ rights.

I pledge to call out the Assembly publicly if they attempt to pass bills that restrict or violate Kentuckians’ rights. The governor should be the protector of the people’s rights and their spokesman. I will gladly be the spokesman that calls out the Legislature when they try to harm Kentuckians.

I pledge to protect Kentucky and Kentuckians from the Federal Government. I will not follow any unconstitutional law, order, mandate, rule, or regulation from the Federal Government.

I pledge to partner with other governors to enforce the Constitution. By creating a community with other states that want to uphold the Constitution we can work toward keeping the Federal Government within their defined powers.

I pledge to give counties and sheriffs the tools they need to make sure Kentuckians at the local level are protected from unconstitutional acts. Giving aid and assistance, whether that be funding, legal help, or State Police assistance will be a top priority.


Education

Effective education prepares young adults to become fully contributing members of society. As the landscape of occupational expectations changes, so must our preparation methods. Kentucky is in great need of highly qualified workers in high demand industries. Kentucky has the best and brightest youth in our nation, unfortunately, somewhere in the process we are failing to develop this talent into necessary occupational skills. It is imperative that we equip our families with an education system that works for them.

I support educational freedom and school choice for our families. Families deserve a choice in where to send their children to be educated. Ultimately, increasing competition for any product or service increases the quality.

I support trade school as an option for families. College, vocation, or direct to the labor force- we need to make sure Kentuckians are ready to be successful when they leave our schools.

I support partnering with business and industry to set up quality apprenticeship programs. This will help fill the needs in high demand sectors with highly qualified employees.

I support a life skill focus in education, not just good test taking skills. Currently, school success is measured in such a complicated manner that it is unclear what “successful” truly means. The metric for success needs to be specifically aligned to graduation outcomes, where success is measured by gainful employment or completing a year at college or a trade-school.


Jobs & Economic Development

Kentucky has an abundance of potential to be an economic powerhouse. We have the resources available to expand our economy. Local communities must have the freedom to develop business and industry that will provide value. The State’s role in local business must be supportive, not restrictive.

I fully support removing burdensome regulations on new and existing business across the Commonwealth. Regulations do nothing but hinder successful business. We need to ensure that the Commonwealth is the friendliest state in which to run a business.

I support removing taxes on business. There are too many barriers in place without business taxes. This state is built on small business, their success is our success. Taxes on businesses are punishments for being successful. (See Punishment Taxes)

I support getting rid of needless permits and licenses for both businesses and for Kentuckians in every industry. Needless permits and licenses only work to restrict new business creation.

I support a culture of entrepreneurship and want to promote the wonderful Kentuckian entrepreneurs. We can’t just be business friendly, we must promote a culture that allows entrepreneurs to prosper in creativity and innovation.


Law Enforcement

Law enforcement agencies require necessary resources and funding to provide their essential service for our state. In the last several years there’s been a disturbing trend in our country to devalue police officers. Police officers are part of our communities, we need to make sure our citizens and our police officers are working together to make our communities better, not tearing each other apart.

I support increasing wages for law enforcement. We ask a lot from our officers, sometimes too much. It is necessary that we increase wages for police officers to reflect the dangerous job that they perform.

I support making sure our law enforcement pension programs are well managed. We have to be sure that retired police officers are well-cared for after a lifetime of dangerous service by fully funding their pensions and ensuring the solvency of the pension system for all future retirees.

My focus on law enforcement in the Commonwealth is on the local level community policing. Repairing the strained citizen/police relationship will take different approaches in different areas of Kentucky. I want to scale back from a one size fits all approach and allow counties to come up with their own solutions. You know your communities. You know what issues in your county need the attention of law enforcement and what issues need more of a community outreach approach. I want to allow counties to tackle issues they view as priorities, in the order they chose, without the counties worried about losing resources from the state. Getting back to local level policing helps the citizens respect the police officers in their communities, it also helps police officers to respect and trust the citizens they help protect. By getting back to a focus on local level policing we can help to repair the strain that has been put on our law enforcement/citizen relationship. WE need each other, so let’s not tear each other down, but work towards a better community together by staying local.


Farming

Agriculture is at the heart of Kentucky’s economy. Kentucky farms are the lifeblood of the Commonwealth. Farming provides the food we buy at the grocery store, it provides the food we eat at restaurants, it provides the food for our young children. An investment in Kentucky farms is an investment in Kentucky communities.

I support removing burdensome regulations on farms and Kentucky farmers. Our farmers work hard to provide the needed food to feed our communities. The Commonwealth shouldn’t cause them stress and burdens just to bring food to Kentuckians.

I support removing needless permits and licenses on farms and Kentucky farmers. Burdensome permits and licenses just work to restrict our agricultural industry, creating less business for our farmers and creating less food to be available for our Kentuckians.

I support removing taxes on farms and Kentucky farmers. When the Commonwealth taxes our farmers we are only making their jobs harder by limiting the amount of food they can produce.

I support removing property taxes on Kentucky farms. Property tax is just a punishment on what you own. You don’t own your farm, you rent it from the state. This is wrong. (See Punishment Taxes)

I support a culture that helps expand and increase the number of Kentucky owned farms. I am for expanding farming in Kentucky by working with the Assembly to get tax breaks passed for new farms for the first 1-2 years as well as for farms that choose to expand their operations.

I support removing all taxes on crops and grains sold farmer to farmer in Kentucky. Many of our farmers provide crops or grains sold to other farmers for the production of cattle, poultry, or other products that end up in our grocery stores. Removing these extra costs will help lower the cost of many food commodities sold in the Commonwealth.

I support bringing a regional beef processing plant into Kentucky. I will work with legislators to develop incentives for any regional beef processing plant that wants to setup in Kentucky. We are a top 10 beef producing state and last year we slaughtered less than 5% of beef cattle we produced. We are paying to transport our beef to be processed, paying to have it transported back, and then paying more for it in the grocery stores, all while Kentucky farmers reap no benefit for the increased prices at supermarkets.


Government Spending

Kentucky’s budget is like a giant household. Steps must be taken periodically to eliminate expenses instead of always needing more revenue. Excess government spending creates debt. The Commonwealth has already incurred a mountain of debt. We need to take steps to pay off and limit the amount of debt the Commonwealth has. Otherwise, we leave our children and our grandchildren a problem they may not be able to come back from.

I support streamlining our government processes. With our modern technology we don’t have to keep our government functions stuck in the past. We can make our government work for the people, instead of making the people work for their government.

I support only paying for the necessary functions that can’t be provided by the private sector. Private sector has always and will always do a better job through competition and innovation than a stagnant government-ran bureaucracy. Allowing the private sector to slowly provide functions that they can provide will lessen the burden on Kentuckians and work to lower the Commonwealth’s debt.

I support changing our tax revenue structure. We can come up with a better tax structure that allows Kentuckians to keep more of their hard-earned money but also allows the Commonwealth to pay for the necessary functions without going into billions of dollars of debt.


Infrastructure

Roads, bridges, and utilities are necessary for communities to function. An intact and functioning infrastructure system is one that is well maintained and well equipped.

I support a multi-layered approach to our infrastructure projects. Too often projects are started with near-sighted goals and it is obvious before completion that additional changes will be necessary in the near future. To avoid this perpetual construction, these projects need to be planned with long-term growth in mind.

I support removing needless regulations on infrastructure projects. Making sure our infrastructure is safe is a top priority but sometimes, when many hands are involved , the construction of a project takes years to complete. We have regulations that only make completion of projects take longer, cost more tax-payer dollars, and cause slow downs on other projects.

I support partnering with the private sector on infrastructure projects. Working with the private sector on infrastructure projects will help improve the quality, lower the costs to our tax payers, and cut down on the time it takes to complete a project.


Gun Rights

The second amendment is clearly framed in the Constitution. The phrasing leaves no room for reinterpretation. It is a basic pillar that all other rights are built upon. The right to bear arms shall not be infringed upon.

I pledge to never support a law; federal, state, or local, that in anyway lessens the right for Kentuckians to bear arms. The right of Kentuckians to keep and bear arms shall not be infringed, that says it all.

I pledge to never partner with the Federal Government on any attempt to restrict Kentuckians gun rights. Any attempt for federal gun control stop at the Kentucky border. I believe in Kentuckians gun rights. Gun control policies are unamerican.

I support and am in favor of 3-D printing/printers. Making firearms in your home is an American pastime. Americans have been making guns in their homes since before this country was founded. This is a tradition that deserves to be respected. This is a tradition that is going to continue in the modern era.

I support banning Red-Flag Laws. Red-flag laws trample on Kentuckians’ gun rights. Red-flag laws trample on due process rights. Red-flag laws have no place in the Commonwealth.

I support ending No-Knock Warrants. No-knock warrants have turned into shootouts between law enforcement and citizens. All across America, we are learning this as no-knock warrants are used. The Commonwealth knows this all to well. No-knock warrants put our police officers in harm’s way and they put our citizens in harm’s way. Police need tools to go after hardened criminals but we also need to balance those tools with keeping our citizens safe.

I support setting up meetings and outreach with pro-gun groups to learn what the Commonwealth can improve upon. If the Commonwealth has laws that violate Kentuckians gun rights, we need to know. We need to work with our gun rights groups. They know best what laws, regulations, or rules violate or harm Kentuckians all over the Commonwealth. Improving relations will help to foster a better gun culture, and a wider gun culture in Kentucky.

I support always working towards expanding Kentuckians’ gun rights and our gun culture, not limiting them. A culture of respect, tradition, and expansion to all Kentuckians. Gun culture is American culture. Let’s be proud of that and embrace it, not shy away from it. We can always work to bring that culture and gun rights to more Kentuckians.

I support removing the concealed carry language from the Kentucky Constitution. -“subject to the power of the General Assembly to enact laws to prevent persons from carrying concealed weapons” and replacing Section 1, subsection 7 of the Bill of Rights in the Kentucky Constitution. - “The right to bear arms in defense of themselves and of the State, subject to the power of the General Assembly to enact laws to prevent persons from carrying concealed weapons.” Replacing it with “The right of every citizen to keep and bear arms, ammunition, and accessories, in defense of his home, persons, family and property, or when lawfully summoned in aid of the civil power, shall not be questioned. The rights guaranteed by this section shall be unalienable. Any restriction on these rights shall be subject to strict scrutiny and the state of Kentucky shall be obligated to uphold these rights and shall under no circumstances decline to protect against their infringement.”


Lockdowns are Unconstitutional

Lockdowns were one of the biggest mistakes government leaders have ever made. They made Kentuckians choose between caring for their family, when schools and daycares were closed, and providing for their family. It has negatively impacted education; students have missed portions of their education that they can never regain. The impact has gone beyond economy and education. There have been far reaching impacts to mental health and substance abuse. Kentuckians deserve answers for the lockdowns forced upon them.

I pledge to work with the Assembly to craft legislation to correct the executive overreach of Governor Beshear. The damage done to Kentuckians will take work to correct, even just addressing the damage will be progress in the right direction. Governor Beshear has moved on but I haven’t, and you haven’t.

I pledge to work with the Assembly to scale back executive power in the Commonwealth. Governor Beshear acted like a dictator in his response to COVID. Kentuckians are free, not servants to some king. There should be no more executive abuse of power.

I support and pledge a public apology to Kentuckians for the lockdowns. The Commonwealth is owed an apology from the government for the violations of Kentuckians’ rights the last several years. Kentuckians deserve that. An apology can’t fix the damage and suffering caused to countless Kentuckians by Governor Beshear’s lockdowns but it is the right thing to do. I stand for doing what is right by Kentuckians. For some an apology will mean nothing but for some an apology will start to help the healing process. Governor Beshear won’t do the right thing, but I will.

I promise to be there and to listen to what Kentuckians when through during the lockdowns. I will be there. I want to hear from Kentuckians and how the lockdowns affected you. Your story matters.


Kentucky First

Every decision that I make will put Kentucky and Kentuckians first. My only focus is the Commonwealth. Kentuckians control what Kentucky does, no one else. The Federal Government has limited control over states and I intend to use every resource at my disposal to diminish that limited control. The Federal Government will not tell Kentuckians what food they can eat, what car they can drive, what guns they can own, or how to live their lives. Kentucky is Kentucky and we will not apologize or try to change that. Our traditions are ours. Our culture is ours. Our history is ours. No more letting Washington D.C. control the path Kentucky takes. No more letting Washington D.C. control what policies Kentucky pursues.

Kentucky first means Kentucky first!


Defend the Guard

The Constitution is quite clear, Congress, solely, holds the power to declare war. For far too long the Federal Government has been allowed to skirt the boundaries of the Constitution. We either enforce the Constitution the the Federal Government with all the clauses that lie therein, or we let the Federal Government do whatever it wants. Enforcing the Constitution is what is required. The Federal Government has defined power, it is time we hold them to it.

I support legislation that keeps the Kentucky National Guard in Kentucky unless Congress declares war. No more allowing Washington D.C. to take our brave men and women off to far away lands without a formal declaration of war from Congress. The Constitution matters, let’s hold the Federal Government to it.

I support partnering with and working with anti-war groups, such as Bring Our Troops Home, to push for and help pass Defend the Guard legislation and resolutions here in the Commonwealth. Partnering with groups like Bring our Troops Home can help spread and promote messages such as theirs- “We insist that the Constitution of the Unites States be respected and enforced, requiring a formal declaration of war by Congress before U.S. military forces are deployed into combat overseas. And we are committed to returning to a foreign policy befitting a limited government republic, one that puts “America First.” (https://bringourtroopshome.us/our-mission/) We owe it to our brave men and women all over America to live by the Constitution and help groups that simply seek to enforce the Constitution.


Energy Policy

Kentucky has the energy sources to power the everyday needs for Kentuckians. Washington D.C has been controlling how Kentucky produces energy for far too long. Kentucky owes it to Kentuckians to focus on energy production here in the Commonwealth. No more straining the power grid. No more Kentuckians having to deal with power outages. No more worrying about if you will have heat. No more following the latest fads in energy production that have deadly consequences. Proven and reliable forms of energy are here in Kentucky. Kentuckians want cheap and abundant energy.

I support the fossil fuels that support us. Fossil fuels provide the energy we need to survive. No more demonizing fossil fuels. Fossil fuels have allowed humans to flourish since their discovery. Fossil fuels allow us to survive the harsh realties of the outside world. We need more fossil fuels, not less.

I support increasing our oil production and increasing the amount of oil products produced in Kentucky. We all felt the pain at the gas pump or the pain when we went to buy groceries after oil had been demonized. Oil production helps to provide for our modern way of life. We need more oil production, not less. We need cheaper oil production, not more expensive oil production.

I support our coal industry and increasing our coal production. Coal has powered Kentucky for decades. Only recently has it been the “in trend” to turn away from coal. The coal industry provides thousands of good-paying jobs to Kentuckians. The coal industry provides almost all of Kentucky’s electricity needs. The coal industry supports Kentucky and I support the coal industry. I won’t apologize for that.

I support removing burdensome regulations on our energy producers (coal, oil, natural gas) if it provides energy to Kentuckians. Burdensome regulations only make energy production more costly and time consuming. We can make sure we have appropriate safety regulations but also make sure we are providing the cheapest energy production to Kentuckians.

I support partnering with oil rich states (Texas, New Mexico, and North Dakota) to lower shipping cost of oil into Kentucky. I want our oil partners to gladly ship oil and oil products into the Commonwealth not reluctantly ship them. Lower taxes on imports of oil from oil rich states can help to lower the cost Kentuckians pay for gasoline, diesel, kerosene, heating oil, etc.

I will not apologize for the energy sources that allow Kentuckians to survive. Energy production such as oil, gas, and coal help make sure Kentuckians survive the harsh elements. The demonization of these wonderful products is not something I will be part of, I am for cheap energy for Kentuckians.

I pledge to stand up against regulations the Federal Government tries to enact on the energy producers in Kentucky. I will have the back of our energy producers, not stab them in the back. The Constitution is perfectly clear, we can all read it. Nowhere in Article 1, Section 8 says that the Federal Government has control over the energy production and procedures of Kentucky. We will produce energy how we want, not how the Federal Government thinks we should.

My focus is on cheap and abundant energy for Kentuckians. I have a goal to remove as many burdensome regulations, taxes, rules, and orders on our energy producers as possible. I want our energy sectors to roar back to life and help our economy boom at the same time. I want human flourishing and economic greatness, not a stagnating and weak economy. I want Kentucky gas prices to be as cheap as they have ever been. I want cheap and plentiful energy for Kentuckians.


Healthcare

Over the course of the last few years Kentuckians have had their healthcare options limited, they have had choices taken from them, they have been mandated to do things that were things they did not want.

Healthcare is an intimate and personal relationship built between doctor and patient. We need to return to a personalized approach to healthcare, not a central one-size -fits-all approach.

My focus on healthcare is on the doctor/patient relationship. Your local doctor know you best. Your local doctor is someone you trust. Helping to build strong relationships will improve doctor/patient interactions and improve healthcare overall.

I support expanding treatment options for doctors and options for patients. More choice, not less! More freedom in medicine will help to improve healthcare for all Kentuckians.

I support Right to Try laws in Kentucky. Being diagnosed with life threatening conditions shouldn’t be the end. If anything will help to alleviate pain or make our Kentuckians facing terminal illness more comfortable, we shouldn’t keep them from trying things that may help them.

I support setting up outreach programs that bring doctors and patients together. This will help further improve healthcare in the Commonwealth. Communication with members of the Assembly and the Governor’s Office will help keep Kentucky’s healthcare programs updated and provide for input from the people directly involved.

I support removing burdensome regulations, permits, and licenses on doctors and nurses. Doctors and nurses put in years of work to be able to help people. The Commonwealth can maintain quality healthcare without making the process harder and stressful for our healthcare providers.

I support healthcare price transparency. When you purchase goods or services you receive a price upfront to determine whether you want the good or service. Healthcare costs should be discussed prior to services rendered.

Woke Insanity

Truth matters. History matters. Facts matter. Freedom of speech matters. Our principles matter.

Over the course of the last several years, all of these things have been under constant attack. Telling the truth has been replaced with comforting lies. Our history and the facts surrounding that history have slowly been torn down and replaced. Being able to speak freely has been replaced with censorship. Our principles are twisted and replaced with the principles of people who seek to destroy everything we hold near and dear.

The barrage of woke insanity coming from all levels of modern life don’t have to be the end. Your children coming back from “elite” universities hating everything about themselves and what you taught them doesn’t have to be the only way. Being afraid to say something because you might get fired or face repercussions doesn’t have to be the only way. Having to denounce your way of life doesn’t have to be the only way.

It doesn’t have to be this way.

We can fight back against this insanity. We can win against this insanity. We can have hope for the future!

No more being afraid to tell the truth. No more replacing and tearing down our history. No more being afraid to speak freely. No more replacing our principles with those of people who seek to destroy us. No more woke insanity!

Wokeness has no place in the great Commonwealth of Kentucky!

Woke will be kept out of Kentucky!

Wokeness will never exist in Kentucky!

As Governor, I will do everything in my power to make sure this woke insanity that has been attacking Kentuckians’ way of life is destroyed.
