Biography

Sarah Smith was born in Wisconsin. She earned a bachelor's degree from the University of Wisconsin, Madison in 2013. Her career experience includes working as the Director of Public Affairs at the Office of the Commissioner of Insurance. Smith has worked with the Women’s March, on State Senator Patty Schachtner's campaign for re-election, and on State Treasurer Sarah Godlewski's campaign. Smith has served as Treasurer Godlewski’s Chief of Staff, Communications Director for State Senator Patty Schachtner, on the Monona Sustainability Committee, and as Emeritus Chair on the board of the Young Democrats of Wisconsin.[1]

I have served on the Dane County Board since April 2020, and while the past two years have been some of the most difficult years for local government, I have been successful delivering for my community in the face of unprecedented times. My educational background, career experience, and long history of progressive activism have been critical to that success.

I currently serve as the Director of Public Affairs at a state agency and have previously worked for state Senator Patty Schachtner and State Treasurer Sarah Godlewski. I have dedicated my career to public service and it’s that same commitment and passion that has made me effective as a Dane County Board Supervisor.

In my first budget I authored a successful $2 million budget amendment to support the City of Monona’s purchase of San Damiano. The conservation of this property has helped prevent the harmful run-off and increased flooding risk that may have resulted from its development.

Providing county funding for San Damiano is one example of my ability to work quickly, collaboratively, and boldly to support projects that benefit the people of this district. I have a proven record of success and consistent values that the people of District 24 can count on.
  • I have strong, consistent values that my neighbors can count on. I have been committed to supporting progressive political change for most of my life and I have dedicated my life to public service. I graduated from UW-Madison with a Bachelor's degree in History and a Master's degree in Educational Policy Studies. I served as State Chair of the Young Democrats of Wisconsin and then worked on Sarah Godlewski's campaign for State Treasurer and led her transition team. When Treasurer Godlewski was inaugurated, I served as her Chief of Staff. I then served in Senator Patty Schachtner's office as her Communications Director. Since November of 2020 I have served as the Director of Public Affairs for the Office of the Commissioner of Insurance.
  • I am focused on our rising lake levels and the threats to clean drinking water from pollutants flowing into the lakes at higher rates thanks to increasing rain events. Chemicals like PFAs have been found in Starkweather Creek and now in Lake Monona. The levels of PFAS in Lake Monona are so high that residents are discouraged from eating some fish from the lake, and a nearby well has had to close due to rising PFAs levels. While dredging is underway, a significant effort will need to be undertaken to clean up and prevent PFAs contamination in our lakes and drinking water. I believe that will take a public investment and partnerships across industries and communities to address these issues and ensure future generations have clean water.
  • a. As a member of the City-County Homeless Issues and Zoning committees, I know how critical the county is in expanding access to housing. I have worked on several measures to support rapid rehousing programs and other initiatives to address housing insecurity like purchasing a hotel to provide housing for those experiencing homelessness. Housing is a human right, and everyone should have access to safe, healthy housing. I am committed to continuing my work to support housing-first approaches to homelessness and expanded affordable housing access for low-income individuals.
Clean water, housing insecurity, and Dane County’s pandemic recovery are the top issues brought up by my constituents. In my first two years on the County Board, I’ve supported efforts to keep our lakes clean like requiring public information about PFAs and prohibiting the discharge of pollutants into our water. I also cosponsored a resolution to initiate legal action against companies that manufactured PFAs. To prevent homelessness, I’ve collaborated on solutions to provide housing navigation services and supported efforts to provide legal counsel for people facing evictions.

In a second term, I will defend clean water and support initiatives to prevent further contamination from PFAs and other pollutants. I will also continue my work to address housing insecurity and homelessness. Additionally, I will stand by public health experts as they make decisions to keep our community safe and help us recover from this pandemic.
From sidewalks to circuit courts to public health. local governments like Dane County make important decisions that impact your day-to-day lives everyday. The Dane County Board sets our county's budget each year deciding which initiatives to expand or end, fund or cut. These budgets are value documents that should reflect the expectations of our neighbors and prepare Dane County for the future. In particular, every county in Wisconsin is tasked with maintaining a county jail - and Dane County needs a new jail.

Punishment is no substitute for real justice, and justice should be our top priority. We have made investments to prevent housing insecurity and supported diversion programs to reduce law enforcement interactions and incarceration. As a result, our incarceration rate is lower than the national rate, but we must do more.

The top floors of the City County Building where many people are currently incarcerated are unsafe and inhumane. It is critical that we close those floors and build a new jail that is modern and better supports the mental health of both staff and incarcerated individuals. There is broad consensus that the Jail Consolidation Project must move forward. We need a new jail, and that new jail ought to reflect a criminal justice system of the future not one of the past.

The pandemic has shown us that it’s possible to reduce the number of people incarcerated in Dane County. We do not have to return to how things have always been done and we should not maintain the status quo. I oppose increasing the costs of the Jail Consolidation Project beyond the $148 million price tag approved by a previous board. We have the opportunity to build a jail that will incarcerate fewer people while keeping the costs of this project within the original budget- we have to seize it.
Absolutely. Experience, education, and activism should all be considered of any potential candidates for elected office. County government is complicated and navigating board procedures is challenging for those without established experience. But experience in government or politics comes in many forms. An individual who has previously navigated the circuit court system or interacted with county social workers has experience in government. A person who uses the city bus route and has written to their city alder in support of a bigger investment in public transportation has experience in government

Politics has often excluded young people, women, people of color, disabled people, and countless others. By relying on government experience from people with marginalized identities, we continue that cycle of exclusion. I am glad that in 2020 when I was first elected, the Dane County Board surpassed just over 50% women Supervisors. People of marginalized identities have different types of experience with politics and government, and our kind of experience is needed in elected office.
