Three seats on the Sheboygan Area Board of Education were up for general election on April 7, 2015. Three at-large board incumbents were up for re-election. Incumbents Ryan Burg, John Hill and Barbara Tuszynski's seats were up for election.

Burg and Tuszynski sought re-election, while Hill did not file to run for another term. The two incumbents faced challengers Mary Beth Martin, Peter Madden and Denis Schmideler. Andrew Blindauer also filed candidacy papers for the race, but did not submit nomination papers. Burg and Tusynski retained their seats, and Madden won his first term on the board as the third-highest vote recipient in the election.[1]

Sheboygan Area School District is located in Sheboygan County in east-central Wisconsin. The county seat is Sheboygan. Sheboygan County was home to an estimated 114,922 residents in 2013, according to the United States Census Bureau.[2] During the 2010-2011 school year, the Sheboygan Area School District was the 10th-largest school district in Wisconsin and served 10,129 students.[3]

Demographics

Sheboygan County underperformed in comparison to the rest of Wisconsin in terms of higher education achievement in 2012. The United States Census Bureau found that 22.3 percent of Sheboygan residents aged 25 years and older had attained a bachelor's degree compared to 26.4 percent for Wisconsin as a whole. The median household income in Sheboygan County was $52,967 compared to $52,627 for the entire state between 2008 to 2012. From 2008 to 2012, the poverty rate in Sheboygan County was 8.8 percent. During the same time period, the poverty rate statewide was 12.5 percent.[2]

Voter and candidate information

The Sheboygan Area School District Board of Education consists of seven members who are elected at-large on a staggered basis to three-year terms. Because no more than two candidates filed for any one board position, there was no primary election. The general election was held on April 7, 2015.

To be elected to the board, candidates must reside in the boundaries of the school district for 28 days prior to the filing of a "Declaration of Candidacy" form. Furthermore, at the time of taking office, each candidate must be a resident of the apportioned area he or she is elected to represent.[5] Candidates must also be 18 years old and citizens of the United States. Unless pardoned, those who have been convicted of a felony are not eligible for election to office in Wisconsin.[6]

Candidates had between December 1, 2014, and January 6, 2015, to collect between 100 and 200 signatures for their nomination papers. The signatures had to come from residents of the district which the candidate sought election to represent, but the petition circulators were not required to reside in the district or municipality. Circulators were required to be U.S. citizens and 18 years or older.[7]

Voters could register to vote in the election at the polling place on the election day. Proof of residence was required when registering to vote.[8] In March 2015, the United States Supreme Court declined to hear a challenge to Wisconsin's voter ID law allowing it to take effect. However, Wisconsin officials stated they would not enforce the law until after the election on April 7, 2015. No photo identification was required to vote in this election.[9]

With two incumbents and three challengers seeking the three seats up for election on the board, the 2015 election was guaranteed to bring at least one new face to the board.

Issues in the district

School board passes resolution against proposed state budget

The Sheboygan Area School District Board of Education joined a number of other school district officials across the state by speaking out against Gov. Scott Walker's proposed state budget. The board passed a resolution saying they were formally against the education funding portion of the budget.[11]

In the resolution, the board pointed to proposed education funding changes, such as the decrease in per-pupil funding by $150, the lack of increase in funding to account for inflation and the savings built in for taxpayers. The proposed cuts caused the district to project a $3 million decrease in funding for the 2015-2016 school year.[11]

Board member Mark Mancl said passing the resolution gave the board "direction" and "validation."[11]

The final budget did not cut per-pupil funding as the governor had proposed, but that funding did remain flat for the 2015-2016 school year. The second year of the budget adds approximately $69 million in funding for school districts.[12]

Superintendent retained

On January 27, 2015, the school board decided to extend the contract of Superintendent Joe Sheehan by one year to last through the 2017-2018 school year. The salary for that school year was not determined at the same time. Sheehan's salary for the 2014-2015 school year was $150,679, with a contractual raise of $4,520 for the 2015-2016 school year and $4,656 for the 2016-2017 school year.[13]
