An election to recall Ward 1 City Councilman Troy Krenning was scheduled for March 4, 2025, in Loveland, Colorado.[1] The filing deadline for candidates interested in replacing Krenning if the recall were successful was January 7, 2025.[2]
Krenning resigned from the council on January 7, 2025. His resignation was effective immediately. The recall election scheduled for March 4, 2025, still occurred, but votes for the yes-no recall question were not reported.[3][4]

Dave Clark, a former member of the Loveland City Council, Earl Sethre, and Marvin Childers sponsored the recall petition.[1] The grounds for the recall appear on the petition as follows:[5]

Troy Krenning must be recalled due to his destructive and abusive behavior that has cost Loveland millions of dollars, damaged its reputation and resulted in the loss of excellent and respected leadership within city hall. In the past few years Troy Krenning has led or participated in multiple failed lawsuits against Loveland which it defended to the tune of several hundred thousand dollars. Since taking office he participated in failed efforts to renege on Loveland’s contractual promises causing long-term damage to the city’s reputation for integrity, and costing significantly more in your taxes to defend the lawsuit before the city was forced to uphold its promise. He also led efforts to remove highly qualified City leadership that cost Loveland many hundreds of thousands of dollars with nothing to show other than the exit of more City leaders exhausted by his repugnant behavior. Troy Krenning’s history of abusing his attorney license to regularly sue the city and lose, his disregard for stable and excellent leadership, and his willingness to ruin Loveland’s reputation and waste millions of taxpayer dollars for his destructive and personal vendettas makes him unqualified to represent Ward One. Krenning submitted the following statement for inclusion on the recall petition:[5]

The proponents of the recall, organized by Don Overcash, (two-time loser for the position of mayor) represent the developer interests of Loveland. This recall is designed to replace me with a councilor who would turn control of the City Council, yet again, back over to developers such as McWhinney. Since November, the new majority of City Council have voted to remove and replace ineffective leadership and to bring in a new vision for Loveland. Loveland is on the verge of hiring new leaders who will bring accountability, transparency to city government and work for ALL of Loveland, not just the special interests as has been done in the past. I have NOT cost the City of Loveland “millions of dollars” as the proponents claim. In fact, I have helped to resolve several cases, saving taxpayers hundreds of thousands of dollars in litigation expenses. The “old guard” of Loveland, including the proponents of this petition have lost control of YOUR city council since the last election and are now hoping to use the recall process to get back in control. The developers only need to control one more council seat to regain a majority of developer friendly counselors. When I ran for election, and won, I promised to work for YOU, the people and stand up to developers like McWhinney who have been given hundreds of millions of YOUR tax dollars to build their personal fortunes. I promised to stand up against out-of-control growth and I promised to represent people over profits. I have done exactly that. Don’t be misled by this group. If YOU want a City Council who favors control by McWhinney then you should sign this petition. If YOU want a City Council who WORKS FOR YOU, then you should refuse to sign this petition. [6] |

Path to the ballot

No specific grounds are required for recall in Colorado. The number of signatures required for a recall to qualify for the ballot in Colorado depends on the office type.[7][8] After the petition is approved by the relevant election office, petitioners have 60 days to gather signatures.[9]
Recall organizers needed to collect signatures from 1,615 Ward I residents by August 7, 2024, to trigger a recall election.[1]
Signatures were submitted on August 7, 2024. On August 13, 2024, the Loveland City Clerk's office confirmed that sufficient signatures had been submitted to trigger a recall election. Krenning filed a protest challenging the validity of the recall petition, and a hearing was scheduled for September 5, 2024. The hearing was canceled and a written determination denying Krenning's protest was issued. On October 7, 2024, Krenning filed a complaint seeking a review of the determination denying his protest with the 8th Judicial District Court.[10][11][12][13][14]
