Utah House Bill 44 was a 2010 Utah law designed to clarify how certain measures in Utah must appear on the ballot. Under HB 44, a vote for a veto referendum must be a vote in favor of the law's taking effect, and a vote against must be a vote in favor of rejecting the law.[1][2]
