Biography

Dyana Limon-Mercado's professional experience includes working as the executive director of Planned Parenthood Texas Votes. She earned an associate degree from Austin Community College in 2003, a bachelor's degree from Texas State University in 2005, and a graduate degree from the University of Texas at San Antonio in 2008.

Who are you? Tell us about yourself.

Dyana Limon-Mercado (she/hers) has been an executive with the advocacy arm of Planned Parenthood in Texas for over a decade, is the immediate past-chair of the Travis County Democratic Party, and is a lifelong Austinite. Dyana’s experience includes spearheading voter education campaigns that have reached more than 500,000 voters, coordinating with organizations to support voter protection efforts, and resourcing voter registration drives that have registered tens of thousands of voters. As the former Travis County Democratic Party (TCDP) Chair, she was responsible for leading efforts to recruit hundreds of election workers, and educating volunteers and voters on recent changes to the voting process. Dyana has been a longtime advocate for community, equity, and access, including serving on the Austin Commission for Women, the board of the YWCA Greater Austin, being an Americorps volunteer with the Coalition of Texans with Disabilities, and working with the Texas Criminal Justice Coalition. Dyana's prior experience includes working as court clerk in the Travis County Central Booking magistration courtroom where she saw firsthand how court administration impacts the lives of residents and families. She earned her MBA from the University of Texas at San Antonio and her BBA in Management from Texas State University.

Please list below 3 key messages of your campaign. What are the main points you want voters to remember about your goals for your time in office?

• FAIR & SECURE ELECTIONS: Our democracy is better when more eligible voters have access to the ballot box and voters are confident that their vote is protected. Travis County has been a leader in voter turnout, election integrity and accessibility for decades. Together, we can ensure that the Office of the County Clerk continues to innovate to promote voter participation and best meet the needs of the community, while adapting to legal challenges and leveraging advances in technology. Together we can work to expand voting locations and voting hours, as well as ensure integrity and transparency in the process of tabulating and auditing the vote count.
• EFFICIENT & ACCESSIBLE COURT ADMINISTRATION: It is the County's duty to ensure that all residents have access to the records they need. The Clerk's office must ensure that all parties have speedy access to the materials needed and they are treated in a professional and respectful manner at all times. Together we will implement a court case management system for criminal cases that allows for efficient online access to electronic documents, and enhance integration between county and district courts systems to promote accessibility.
• RELIABLE & ACCURATE COUNTY AND PROPERTY RECORDS: It is the County's duty to ensure that all residents have access to the records they need. The Clerk's office must ensure that all parties have speedy access to the materials needed and they are treated in a professional and respectful manner at all times. As County Clerk, Dyana will continue to provide remote options for conducting business to promote accessibility and public health.

What areas of public policy are you personally passionate about?

Voting rights, fair and secure elections, open government, civic engagement, criminal justice reform, racial justice, reproductive rights, health care access, immigration, disability rights, LGBTQ+ equality, and public education.

What do you believe are the core responsibilities for someone elected to this office?

The County Clerk serves as chief elections officer for the county, conducts elections, handles early voting, prepares ballots, procures and maintains voting machines, and recruits and trains poll workers; serves as clerk and custodian of records for the commissioners court, and civil, probate, and misdemeanor court proceedings; acts as a recorder and custodian of important public records, including all bonds, deeds, birth and death certificates, assumed names, and livestock brands; and issues marriage licenses.

What was your very first job? How long did you have it?

In 2005, Dyana became the first person in her immediate family to graduate from college and then began working for the City of Austin. As a court clerk in the Travis County jail, Dyana saw first hand the devastating impact of systems and laws that targeted undocumented immigrants, kept low-income Texans in a debtors’ prison, and ripped parents away from their children. It was in that courtroom that Dyana learned how accurate and efficient court administration deeply impacted the lives of Travis County residents. The experience of working in the Municipal Court and the magistration courtroom inspired Dyana to pursue a career fighting for Texans and families through public policy. From there, she began working in the Texas Legislature as a legislative aide specializing in criminal justice reforms, and has since continued to work to advance policies and initiatives that promote health, safety, equity, and accessibility for all Texans.
