Jefferson Parish Public School System is a school district in Louisiana. In the 2011-2012 school year, Jefferson Parish Public School System was the largest school district in Louisiana and served 45,688 students.[1]

Lale Geer is the interim superintendent of the Jefferson Parish Public School System. He was appointed as interim superintendent in June 2020 after former Jefferson Parish Superintendent Cade Brumley left office to become the Louisiana Superintendent of Education. Geer previously served as interim superintendent in 2018.[2]

Past superintendents

  • Cade Brumley was the superintendent of the Jefferson Parish Public School System from 2018 to 2020. His previous career experience included serving as the superintendent of the DeSoto Parish School System. He left Jefferson Parish to become the state superintendent of education.[3]
  • Isaac Joseph was the superintendent of the Jefferson Parish Public School System from 2015 to 2018. Joseph's previous career experience included working in the district as a teacher, dean of student services, and principal.[4]
  • James Meza, Jr., was the superintendent of the Jefferson Parish Public School System from 2011 to 2015. Meza's previous career experience included working as a professor and dean at the University of New Orleans and as the executive director of the Louisiana Board of Elementary and Secondary Education.[5][6]

School board elections

Jefferson Parish Public School System is overseen by a school board comprised of nine partisan members who are elected to represent geographical districts for four-year terms. The partisan affiliation in the table below represents the affiliation which the officeholder held in his or her most recent election. In December 2012, the school board adopted a redistricting plan, which was developed by Redistricting LLC. The board choose to keep the city of Westwego unified under District 1. There had been discussion of moving one predominately African-American precinct in Westwego to District 5, but it was ultimately decided against.[7] The map on the right shows the district boundaries as drawn by the 2012 decision.

The nine school board members are elected concurrently by district in partisan elections. This means that regular school board elections are held every four years with all nine members being up for re-election at that time. Additionally, all members are elected by a geographically defined district which they represent. Nine seats were up for general election on November 4, 2014, and two seats were determined in a runoff on December 6, 2014. The next regular school board election were held in November 2018.

School board candidates in Louisiana are elected by majority vote, which means the winner must receive more than 50 percent of the votes cast in the general election to win the seat. Runoff elections are held between the top two candidates for races where no candidate receives a majority. Candidates who are unopposed at the end of a candidate filing period are considered elected as of that date.[8]

Any member who at the end of his or her term has served more than two and one-half terms in the last three consecutive terms cannot be re-elected in the following term. However, they can be re-elected following the one term break. These term limits first took effect with terms beginning on or after January 2010 and do not apply retroactively.[8]

Public participation in board meetings

The Jefferson Parish Public School System school board maintains the following policy on public testimony during board meetings:[9]

B. It is the policy of the Board to conduct all meetings in full view of and with welcomed participation by the public, except those items of the agenda that the Board may or must legally discuss in executive session.

C. PUBLIC COMMENT ON AGENDA ITEMS

1. A public comment period shall be held before any vote is taken on an agenda item. Comments from the public shall occur after introduction of the item to be voted on and before any discussion by Board members. However, a person is not entitled to take up business before the Board requiring a vote unless the item in which he/she is interested has been placed on the agenda of that meeting. Should the item be withdrawn, there will not be a public comment period on the item.
2. Before each meeting of the Board, a copy of the agenda for that meeting shall be posted at the meeting place or otherwise conspicuously displayed. Any person wishing to speak on any of the items listed in such agenda must complete and submit a Speaker's Card containing the name of the person, the name of any organization or group for whom the individual wishes to speak, and the specific agenda item about which the person wishes to speak. A separate card must be completed and submitted for each different agenda item on which the individual would like to address the Board.
3. The Speaker's Cards will be collected and forwarded to the Board President at the beginning of the meeting.
4. As the Board reaches each item on its agenda, the Board Vice President shall review the submitted cards and shall call on those persons indicating a desire to speak on that agenda item. Each person may speak for not more than three (3) minutes on each item. The Board shall delay its deliberations on each agenda item until after all members of the public who have submitted cards in accordance with this procedure have been given an opportunity to speak.
5. In the event that the Board should add an item to its agenda after the Board meeting begins, a slightly different procedure shall be followed. After the item has been added to the Board’s agenda by vote of the Board, the Board President shall orally request of the audience whether anyone in attendance would like to speak on that item. Each person indicating a desire to do so shall be given a period not to exceed three (3) minutes to address the Board on each agenda item. The Board shall delay its deliberations on each agenda item until such time as all interested members of the public have had an opportunity to speak.
6. At the conclusion of all public input on each agenda item, the Board shall deliberate the matter and take such action as it considers appropriate. There shall be no further public input allowed on each agenda item after the Board has begun its deliberation of that item.
7. Copies of this procedure shall be available for distribution to the public during regular business hours and at meetings of the Board and its committees.

D. PUBLIC COMMENT ON NON-AGENDA ITEMS

1. The Public Comment on Non-agenda Items section of the agenda, which shall be held during regular meetings, shall be designed to give the public an opportunity to make statements, or comments on school related issues.
2. At any time when a member of the public addresses the Board under delegations, it shall require that the speaker give his/her name. Any person wishing to speak under delegations must complete and submit a Speaker's Card containing the name of thep person, the name of any organization or group for whom the individual wishes to speak, and the specific issue about which the person wishes to speak. The Speaker's Card must be submitted prior to the beginning of the meeting.

E. DECORUM IN MEETINGS
All persons addressing the Board shall be treated courteously by Board members. Any person who fails or refuses to obey the rulings and directions of the presiding officer, or otherwise disrupts the meeting in any manner, shall be requested by the presiding officer to leave the meeting room for the remainder of that meeting. If any person refuses to follow the directions of the presiding officer, the presiding officer shall make a motion to remove that person under La. R.S. 42:17(C). If affirmed, the presiding officer shall cause such person to be removed from the meeting as authorized by La. Rev. Stat. Ann. 42:17(C)and other applicable Laws of the State of Louisiana.
F. Derogatory statements about, or directed at a Board member or any employee, shall not be allowed. Speakers who wish to make such comments shall be directed to submit their complaints by signed written statement. Written complaints shall be referred to the President of the Board, the Superintendent, or a designee who shall investigate the complaint, initiate further appropriate action, and notify the members of the Board of its disposition.
G. The Board or Superintendent and his/her staff will not, as a rule, answer questions from the public during the Public Commento n Non-Agenda Items period. The questioner's name, address, and telephone number shall be taken for later personal reply. Previously stated Board policies or administrative rules and regulations may be explained, however. A Board member may, with the President’s permission, ask a question of the speaker.[10]

Budget

From 1993 to 2013, the Jefferson Parish school district had an average of $432,649,857 in revenue and $426,007,857 in expenditures, according to the United States Census Bureau's survey of school system finances. The district had a yearly average of $173,261,714 in outstanding debt. The district retired $16,117,238 of its debt and issued $14,556,571 in new debt each year on average.[11]

Academic performance

Louisiana administers three main sets of tests to measure the academic performance of K-12 students: DIBELS Next, iLEAP and End-of-Course tests. Additionally, districts are given a letter ranking of A-F based on performance across all grades of students.

DIBELS Next

DIBELS Next is the Dynamic Indicators of Basic Early Literacy Skills test which is administered to K-3 students statewide. The test places students into one of three categories. Those who meet the benchmark levels are placed in the "core" category, indicating they only need core reading curriculum going forward. The other two categories indicate students who need "strategic" or "intensive" intervention in reading education. Louisiana 3rd through 8th grade students statewide are tested annually in English language arts, mathematics, science and social studies. These tests are called iLEAP and LEAP.

On both tests, students can earn the following scores:

  • Advanced: A student demonstrates superior performance in the subject.
  • Mastery: A student demonstrates competency of challenging subject matter and is well prepared for the next level of schooling.
  • Basic: A student demonstrates only fundamental knowledge and skills in the subject.
  • Approaching Basic: A student only partially demonstrates the fundamental knowledge and skills of the subject.
  • Unsatisfactory: A student does not demonstrate the fundamental knowledge and skills.[10]

End-of-course tests

High school students in Louisiana take end-of-course tests in algebra I, geometry, English II and III, biology and U.S. history. The students receive one of the following four scores on each test:

  • Excellent: A student demonstrates superior performance of the course content.
  • Good: A student demonstrates mastery of course content and is well prepared for the next level of coursework in the subject.
  • Fair: A student demonstrates only the fundamental knowledge and skills needed for the next level of coursework in the subject.
  • Needs Improvement: A student does not demonstrate the fundamental knowledge and skills needed for the next level of coursework in the subject.[10]

In the 2013-2014 school year, 60 percent of students taking end-of-course tests across all subjects in the district earned a grade of good or excellent. This was up 5 percent from 55 percent in 2012-2013.[15]

  • Elementary schools (K-6): 100 percent of the school grade is based on student achievement on annual assessments in English language arts, math, science, and social studies. Schools may also earn points for significant improvement with students who are academically behind.
  • Middle schools (7-8): 95 percent of the school grade is based on student achievement on annual assessments with the final 5 percent based on credits earned through the end of students’ 9th grade year. Schools may also earn points for significant improvement with students who are academically behind.
  • High schools (9-12): Half of the school grade is based on student achievement (25 percent on the ACT and 25 percent on End-of-Course assessments). Half of the school grade is based on graduation (25 percent on the graduation index, which rewards achievements like Advanced Placement and International Baccalaureate exam credit, and 25 percent on the cohort graduation rate, the percentage of students graduating in four years). Schools may also earn points for significant improvement with students who are academically behind.[10]

Jefferson Parish Public School System is located in Jefferson Parish in southeastern Louisiana. Gretna is the seat of the parish government. Jefferson Parish was home to approximately 434,767 residents according to 2013 estimates by the United States Census Bureau.[20]

Demographics

Jefferson Parish outperformed the rest of Louisiana in terms of higher education achievement in 2012. The United States Census Bureau found that 23.2 percent of Jefferson Parish residents aged 25 years and older had attained a bachelor's degree compared to 21.4 percent for Louisiana as a whole. The median household income for the parish was $48,522 compared to $44,673 statewide. The poverty rate in the parish was 15.3 percent compared to 18.7 percent for the entire state.[20]

Board term limits

On July 1, 2009, Governor Bobby Jindal signed House Bill 504 into law as Act 291. This act created term limits for members of the Jefferson Parish school board by amending state statutory language. The amended language stated,

Notwithstanding any provision of law to the contrary, a member of the Jefferson Parish School Board, who at the end of his term of office on the board will have served as a member of the board for more than two and one-half terms in three consecutive terms, such service being during terms that began on or after January 1, 2010, shall not be elected to the board for the succeeding term.[10]
