James Balcer is a former member of the Chicago City Council in the state of Illinois, representing Ward 11 from 1997 to 2015. He was appointed to the position by former Mayor Richard Daley, following the resignation of Ward 11 representative Patrick Huels. Balcer won election to the Ward 11 seat in 1999.

In August 2014, Balcer announced his attentions not to seek re-election in Chicago's 2015 municipal elections.[1]
