The Arizona State Census and Redistricting Amendment is not on the ballot in Arizona as a legislatively referred constitutional amendment on November 3, 2026.

This amendment would have established the State Census Fund, transfered monies from the Citizens Clean Elections Fund to the State Census Fund, required that the independent redistricting commission conduct a census each year that ends in zero, and creatived legislative districts of equal citizen population.[1]

Path to the ballot

A simple majority vote is required during one legislative session for the Arizona State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 31 votes in the Arizona House of Representatives and 16 votes in the Arizona State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.

  • The measure, SCR 1022, was introduced to the Arizona State Senate on February 4, 2025.[1]
  • The measure passed the Senate on March 4, 2025 by a 16-11 vote.[1]

As the state House never passed the amendment, it was not placed on the 2026 ballot.
