The Arizona State Preemption of Local Labor and Wage Laws Amendment was not on the ballot in Arizona as a legislatively referred constitutional amendment on November 8, 2022.[1]
The ballot measure would have added a section to the state constitution saying that regulation of labor, wages, and pay according to state and federal law is not subject to further regulation by local laws.[2]

The measure would have added a new section 11 to Article XVIII of the state constitution. The following underlined text would have been added:[2]
11. Employee benefits; state preemption Section 11. The regulation of employee benefits, including wage and nonwage compensation, paid and unpaid leave and other absences, meal breaks and rest periods, is of statewide concern. The regulation of employee benefits pursuant to state and federal law is not subject to further regulation by a city, town or other political subdivision of this state.[3]

To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the Arizona State Senate and the Arizona House of Representatives.
On February 23, 2022, the state House approved House Concurrent Resolution 2031 proposing the amendment by a vote of 31-28, with one not voting. The vote was along partisan lines, with Republicans in favor and Democrats opposed. Republicans have a 16-14 majority in the state Senate.[1]
