Elections for the New York State Assembly took place in 2016. The primary election took place on September 13, 2016, and the general election was held on November 8, 2016. The filing deadline for major party candidates was July 14, 2016. The filing deadline for independent candidates was August 23, 2016. Incumbent Bill Nojay (R) died on September 9, 2016. He still appeared on the primary election ballot. He was replaced on the general election ballot by Joseph Errigo (R).

Campaign themes

2018

Baer’s campaign website stated the following:

Healthcare

Healthcare is a right, not a privilege. The way to ensure equal access to healthcare is by taking the profit out of the insurance industry. I support single- payer, public healthcare, and will work to ensure that every New Yorker can get the care they need, when they need it.The Federal governments participation in this plan is essential. In our rural communities, healthcare is also about access. Rural hospitals are closing at an alarming rate. I will work to bring more resources to our local medical systems and support 21st century approaches to medicine that ensure everyone, no matter where they live, can access top quality, cutting edge medicine.

Our drug and opioid addiction problem has become a major public health and economic crisis. We must educate on the subject of opioid painkillers, support policies to support rehabilitation, and develop legislation to limit opioid use and distribution.

Energy & Environment

The fastest growing industry in the United States is the solar industry and the fastest growing energy source is wind power. Here in our district, we have abundant land and energy resources just waiting to be tapped. I will work to bring renewable energy jobs and infrastructure to our district, building our economy at the same time as we reduce our dependency on fossil fuels thus lessening the devastating effects of climate change. I will support the State Climate Protection legislation. I will also support legislation that works to improve the environment. I promise ratings higher than in the 60s from the Conservation League, that the current assembly representatives received.

Education

Every child, no matter where they live or what their abilities, deserves a high quality education that opens their world and offers them opportunities to live responsible, vibrant economic, and productive lives. I will work to make sure every one of our schools is funded, teachers are supported, and local communities can meet the unique needs of their children. Local school safety decisions need to be made jointly among parents, teachers and each school board.

Higher Education is frequently too expensive. I will fight to keep tuition frozen and to expand free tuition at our State Universities.

Corruption

I support closing the Limited Liability Corporation loophole, which enables corporations to give huge donations to candidates' "housekeeping accounts." I don't believe politicians, who are elected to represent the people, should be bought and paid for by corporate interests.

Term limits

I support term limits. Three terms in the State Legislature is sufficient.

Agriculture

The Finger Lakes and Southern Tier produce 40% of New York’s farm profits. But our farmers are struggling. I will be your voice in Albany. As a member of the majority, I will serve as a powerful voice on the Agriculture Committee. I will work to open up new markets, including industrial hemp as an alternative crop, ensure economic development invests in agriculture, and protect the health and safety of farm laborers.

Jobs

How's the tax cut working out for you? Everyone should be able to live and work in the community they love and no one should have to work multiple jobs to make ends meet. That requires bringing non-skilled and skilled jobs that pay living wage to our rural communities. I will fight to make sure our district gets its fair share of economic development, bringing home 21st century jobs in healthcare, energy, technology, in skilled and non skilled trades.

Seniors

By 2040, seniors will account for 20% of the population. And, one in five seniors has no more than $5,000 saved for retirement. We need to deal now with what is coming down the pike. NYS needs to provide leadership on developing senior savings. I will continue to fight for more affordable senior housing and the ability for seniors to stay longer in their own homes. We also need to stay vigilant to address nursing home fraud and improve care.

I promise to get the Safe Staffing for Quality Care Act, A1532, passed into law.

Women

Older women are more likely to live in poverty then men. I will oppose any attempt to decrease Medicare or social security to balance the budget. We also must pass the Reproductive Health Care Act and protect access to all reproductive health services. I support a women's right to choose to make decisions on her own health care. I also support pay equity legislation which will take steps to address the issues that cause the gender gap.

Second Amendment

My sons hunt. We support the Second Amendment. The Safe Act has not affected their ability to hunt or own guns. I believe we can protect our Constitution and our communities at the same time. Gun violence isn’t a political issue – it’s a common sense issue. I support responsible gun ownership, safeguards, background checks, and the ban on bump stocks.

Guns need be kept out of the hands of domestic violence abusers and known criminals. Gun stores should have adequate security systems to prevent theft and help police track down stolen guns. Children should not have access to guns, and people who do not store their firearms safely need to be held accountable.[5]

2016

Baer’s campaign website stated the following:

Ethics Reform

I will seek to achieve real ethics reform by fighting to close the state's Limited Liability Company loophole which allows the set up of numerous LLCs to contribute tens of thousands of dollars to candidates. I will fight to lower limits on campaign contributions. I will support term limits to prevent legislators from holding office for more than 4 terms.

Tax Reform

I will continue to fight to reduce middle income taxes.

Economic Reform

I promise to bring more money to increase tourism, create more jobs, and work with farmers to ensure that they get their fair share and flourish. I want to bring Uber in so that people may travel more easily. I will invest in infrastructure.

Agriculture

I will fight for a majority seat on the New York State Agriculture Committee so our farmers' voices can be heard.

Senior Revolution

I will fight for our seniors' ability to live independently. Seniors living at home need homes that will be safe. For example a no-step entrance will ensure they are accessible to people of all ages and abilities. I will also seek ways for seniors to have easier access to public transportation. Living at home is also less expensive for seniors.[5]
