Three seats on the Fullerton Joint Union High School District Board of Trustees were up for general election on November 4, 2014. Three at-large incumbents, Marilyn Buchi, Robert N. Hathaway and Robert A. Singer, were up for re-election and retained their seats.[1][2] They defeated challengers Joanne Fawley, M.J. Noor, Zina B. Gleason and Ho Jeong Lim.[3]
About the district
Fullerton Joint Union High School District is located in Orange County, California. The county seat of Orange County is Santa Ana. Orange County was home to 3,114,363 residents in 2013, according to the United States Census Bureau.[4] In the 2011-2012 school year, Fullerton Joint Union High School District was the 109th-largest school district by enrollment in California and served 14,783 students.[5]
Demographics
Orange County outperformed the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 36.6 percent of Orange County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Orange County was $75,566 compared to $61,400 for the entire state. The percentage of people below poverty level for Orange County was 11.7 percent while it was 15.3 percent statewide.[4]

Voter and candidate information
The Fullerton Joint Union High School District Board of Trustees consists of five members elected at large to four-year terms. There was no primary election, and the general election was held on November 4, 2014. Three seats were up for election in 2014, and two seats will be up for election in 2016.[2]
School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[7]

Endorsements
The Fullerton Secondary Teachers Organization endorsed incumbents Marilyn Buchi and Robert A. Singer and challenger Joanne Fawley.[8] Rep. Ed Royce (R) also endorsed Buchi as well as incumbent Robert N. Hathaway and challenger M.J. Noor.[9][10][11]
The California School Employees Association (CSEA) Chapter 82, Neighbors United for Fullerton (NUFF) and the Fullerton Observer endorsed Singer and Fawley.[12][13] Fullerton School District trustees Janny Meyer, Beverly Berryman and Chris Thompson endorsed challenger Zina B. Gleason.[14]
Fawley also received endorsements from the Orange County Labor Federation, the Democratic Party of Orange County and the community organization Evolve.[15][16][17]
Noor additionally received endorsements from the Republican Party of Orange County and the Lincoln Club of Orange County[11]
Campaign finance
Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[18]
Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[18]
Reports
According to the first pre-election reports submitted to the Orange County Registrar of Voters, candidates received a total of $56,398.00 in contributions and spent a total of $43,052.02 in expenditures as of September 30, 2014. Only one candidate, Ho Jeong Lim, filed Form 470 to indicate he would not be spending or receiving more than $1,000 in this election. Because of that, Lim did not have to file any additional campaign finance reports.[19]

Issues in the election
Candidates debate Common Core and bond proposition at forum
At a candidate forum sponsored by the Chamber of Commerce on September 29, 2014, candidates who sought the three at-large seats up for election on the Fullerton Joint Union High School District Board of Trustees debated the implementation of Common Core and Measure I, a $175 million bond proposition the board agreed to put before voters on November 4, 2014. Funds for the bond proposition, which was approved, will be assessed at the rate of $19 per $100,000 to homeowners in the district, and the funds will be used to modernize school facilities and to make repairs.[20]
Candidate Zina B. Gleason agreed with the board that the bond proposition was needed but believed a specific list of what the money would be used for would have been useful to help the proposition pass. Incumbent Marilyn Buchi explained that the board put the proposition on the ballot because the district's high schools were over 50 years old and needed to be repaired. She gave an example that one high school's swimming pool was leaking gallons of water every day and that repairing it would cost more than replacing it.[20]
On the subject of Common Core standards, almost every candidate agreed that they had to be implemented due to state law, and most liked the focus on critical thinking skills. Incumbent Robert N. Hathaway also agreed that the standards had to be implemented, but he said he did not like the federal intrusion. Candidate M.J. Noor did not agree with implementing the standards, saying she believed the district did not need the United Nations or the federal government telling them how to teach.[20]

This election shared the ballot with general elections for seven U.S. House seats, several state executive offices, three state Senate seats and seven state Assembly seats. It also shared the ballot with a number of other school board elections and municipal elections, as well as two countywide ballot measures and Measure I, a $175 million bond proposition for the Fullerton Joint Union High School District.[22][23]
