Four seats on the Gilroy Unified School District Board of Education were up for general election on November 4, 2014. Four at-large incumbents, Dom Payne, Patricia Midtgaard, Tom Bundros and Jaime Rosso, were up for re-election.[1][2] They ran against challengers Heather Bass and Linda Piceno.[3]
Bundros and Payne lost their seats in the general election where Midtgaard, Rosso, Bass and Piceno won.
About the district
Gilroy Unified School District is located in Santa Clara County, California. The county seat is San Jose. Santa Clara County was home to 1,862,041 residents in 2013, according to the United States Census Bureau.[4] In the 2011-2012 school year, Gilroy Unified School District was the 144th-largest school district by enrollment in California and served 11,290 students.[5]
Demographics
Santa Clara County outperformed the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 46 percent of Santa Clara County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Santa Clara County was $90,747 compared to $61,400 for the entire state. The percentage of people below poverty level for Santa Clara County was 9.7 percent while it was 15.3 percent statewide.[4]

Voter and candidate information
The Gilroy Unified School District Board of Education consists of seven members elected at-large to four-year terms. There was no primary election, and the general election was held on November 4, 2014. Four seats were up for election in 2014, and three seats will be up for election in 2016.[1][2]
School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[7]

Endorsements
The Santa Clara County Democratic Party endorsed incumbents Dom Payne and P. Jaime Rosso and challenger Linda Piceno.[8] The South County Democratic Club also endorsed Payne and Rosso.[9][10] The Gilroy Teachers Association (GTA) and the California School Employees Association (CSEA) endorsed incumbent Patricia Midtgaard and challenger Heather Bass.[11][12] The community organization Evolve endorsed Bass and Rosso.[13]
Gilroy Unified Board of Education members Mark Good, James Pace and Fred Tovar endorsed Rosso and incumbent Tom Bundros.[10][14] Pace and Tovar also endorsed Payne.[9]
Payne also received endorsements from the South Bay Labor Council, Evolve California, Voz de la Gente and California Assemblyman Luis A. Alejo (D).[9]
Campaign finance
Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[15]
Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[15]

Candidates received a total of $7,901.01 in contributions and spent a total of $6,256.76 in expenditures, according to the most recent campaign disclosure reports published by the Santa Clara County Registrar of Voters as of October 26, 2014.[16][17][18][19][20][21]

Issues in the election
Three of six candidates attend forum
Three of the six candidates vying for four at-large seats up for election on the Gilroy Unified School District Board of Education on November 4, 2014, attended a candidate forum on September 25, 2014. They were asked to share their views on a variety of topics, including Common Core and firing underperforming teachers.[23]
Incumbent P. Jaime Rosso said he supported the implementation of Common Core standards as it helps students learn how to solve real-world problems. Challenger Heather Bass disagreed with Rosso, saying students needed more options in their curriculum. She said she wants to see the district implement more career-based learning programs. Incumbent Tom Bundros agreed with Bass that the district should implement more career-based learning programs, but said that there was no option on implementing Common Core as the state had already adopted the standards. He said he was not happy with many parts of Common Core, but that moving forward the district needs to focus on cooperating at all levels in order to implement the standards.[23]
On the issue of underperforming teachers, all three candidates agreed that terminating such teachers' employment should be easier, but that tools should be made available to those who are struggling. Bass said many new teachers cannot flourish due to lack of training while on the job, and Bundros agreed that professional development is key to all teachers' success. However, Bundros stressed that underperforming teachers should be fired promptly so they cannot do too much damage.[23]
