Biography

Gloria Teresa Rascon served in the U.S. Army from 1992 to 2015. Rascon earned a bachelor's degree from McKendree University in 2008 and a graduate degree from Indiana Wesleyan University in 2011. As of 2025, Rascon was retired. She has been affiliated with Big Brothers Big Sisters of America and the Leukemia and Lymphoma Society.[1]

I'm an Army Retired Veteran, first generation American, and proud mom to three children. I understand the importance of a quality education. I earned a BBA and MBA in accounting. I've been a foster parent and spent my life improving organizations, solving problems, advocating for those in need, and teaching. I'm ready to serve Jeffco schools with the same heart and integrity.
  • Student safety must be the foundation of every decision we make. Parents deserve to know their children are protected, supported, and heard. That’s why I will advocate for stronger safety protocols across Jefferson County schools. We must respond swiftly to complaints and foster a culture of openness and trust—where safety is never compromised and every student feels secure.
  • Safety: Our schools’ academic performance is falling short, with just 52.5% proficiency in English and 42.8% in Math. This is not acceptable. Our students deserve better. I will lead with urgency and compassion by expanding data-driven tutoring and strengthening core subjects like math, English, history, and science in every school. Most importantly, I’ll work to elevate parental involvement and inclusive practices to build trust and transparency. Every student deserves the tools to thrive in a safe, rigorous, and future-ready learning environment. It’s time to restore academic excellence with bold leadership and proven results.
  • Funding what Matters: With a projected $39–60 million budget shortfall, it’s clear we need disciplined, results-driven reform. As a certified Lean Six Sigma Master Black Belt, I’ve led efficiency initiatives—and I’ll bring that same rigor to the school budget. Through zero-based budgeting, I know we can cut non-classroom waste and refocus resources on students. We must protect essential programs and use parent, community input to guide fiscally responsible decisions. This approach safeguards and prioritizes student needs, and restores public trust.

While our core responsibility is writing policy, attending board meetings and ensuring the superintendent meets goals of safe schools, strong academic performance, and operates responsibly within a budget.

To me, this means we need to support our teachers who interact daily with our students; to make sure our children feel safe, secure and inspired, and our families are included in the decision making.

It also meant we need to understand the impact of the policies we make. It means we must go out and see how the students feel, how the students operate,
I would like to leave a legacy to my children and all who I've touched that says, "you can do anything if you speak positivity and act in a way to be the change you want to see in the world." This is how I try to live my life.
It's more than safety and policy writing. It's about our families and making sure our students are prepared for the future--strong in core subjects and ready and able to thrive in society. Jeffco schools must provide these opportunities to students for generations to come. It's also about making sure our teachers are fully supported in their jobs as they directly interact with our students. And it's about making sure that families are communicated to and involved.
My constituents are the community, the parents and the students. The students have instruction that makes them strong in core subjects and they should have opportunities to succeed and flourish. Parents want their children to be safe, educated and communicated to without delay. The community wants safe schools because it understands that it is the community's future and the schools will produce its future leaders.
I believe every student deserves the chance to reach the top. It means providing targeted support for struggling students. It also means we must provide opportunities in the form of internship and mentorship programs, offer skilled trades to high schoolers. I will listen to my community to ensure we hear their needs. I
To prepare students for life beyond graduation, I envision robust partnerships between Jeffco Public Schools and local businesses that bring career-technical education, internships, and work-based learning directly into our high schools.

We’ll launch pilot programs—especially in schools like Jefferson Jr./Sr. High—to stabilize enrollment and offer real-world pathways in high-demand fields like healthcare, tech, and skilled trades. By collaborating with industries, trade unions, and colleges, we’ll create apprenticeships and professional development pipelines that not only prepare students for future-ready careers but also support teacher recruitment in high-need subjects.
These partnerships will be guided by community engagement and data-driven metrics. That means aligning programs with workforce needs, boosting academic relevance in core subjects like math and science, and attracting families who want meaningful opportunities for their kids.

It’s about building economic ties that strengthen our district’s stability and give every student a chance to thrive.
Teachers must be subject matter experts. They must pass their knowledge in a way that motivates students and encourages critical thinking. I will work with board members and superintendent to measure good teaching and use methods such as testing scores and student/staff/teacher surveys. I also want to listen to teacher's concerns and be a support for them.
Through zero-based budgeting, I know we can cut non-classroom waste and refocus resources on students. We must protect essential programs and use parent, community input to guide fiscally responsible decisions. This approach safeguards and prioritizes student needs, and restores public trust.
Our kids’ safety comes first—physically and emotionally. That’s non-negotiable.

My top priorities begin with urgent reforms to address over 33 staff misconduct cases since 2022. I’ll push for independent audits of hiring and reporting practices, mandatory annual misconduct prevention training for all staff, and ensure the confidential hotline for families to report concerns safely and anonymously is effective.
We must ensure swift action on complaints. I’ll advocate for a public dashboard that tracks safety reports and resolutions—because transparency isn’t optional. No more secrecy or delays.

We also need to strengthen physical safety at all our schools. That means increasing the number of School Resource Officers and improving their training. I’ll work closely with the Sheriff’s Department to ensure oversight—not just on how many SROs we have, but how they conduct themselves and support our students.
We must change the culture and have one of wellness. For critical cases, we will ensure students receive support.

My children love to learn and come to school when they feel valued. That means they are heard and challenged is a safe and supportive environment. It means we have teachers who are passionate about creating those environments for our students. It means the staff supports the teachers and finds ways to keep the children at the forefront of our goals always.
As a parent and former foster parent, I understand that when parents are involved, students thrive. I want to amplify parent voices through quarterly reviews and town halls. I am pro-parent involvement.
Supporting teachers means stronger classrooms for our kids--and a more stable future for Jefferson County. To attract and retain top talent, I’ll advocate for competitive incentives and address unsafe conditions. We’ll expand apprenticeships, professional development, and partnerships with local colleges to build a strong pipeline. I want to support our teachers.
