Jeffco Public Schools elections

General election date
November 4, 2025
Enrollment ('22-'23)
75,327 students

Three of five seats on the Jeffco Public Schools school board in Colorado were up for general election on November 4, 2025.

Seven candidates ran in three districts:[1][2]

Colorado Newsline's Chase Woodruff wrote, "Candidates backed by teachers unions have consistently held a majority on the Jeffco school board since a high-profile recall election that ousted three conservative board members in 2015."[1] In 2021 and 2023, union-backed candidates won every seat up in those elections, making up the entire board.[4][5] The Jefferson County Education Association endorsed two candidates: Peter Gibbins and Tina Moeinian.[6] The organization originally endorsed Michael Yocum, but rescinded their endorsement on October 9 after discovering that Yocum had a sealed criminal record that the board had not uncovered during its vetting process.[7] To read more about the withdrawn endorsement, click here.

As a result of the election, teachers union endorsed candidates held a 4-1 majority on the board.

On September 10, 2025, a shooting occurred at Evergreen High School, which was located in the district.[8][1] Each of the candidates discussed school safety in response:

  • Echevarria focused on improving school security and increasing collaboration with law enforcement.[2]
  • Gibbins said he wanted to improve school policies concerning interventions to help students.[2]
  • Moeinian focused on connecting families with mental health resources.[9]
  • Myrant supported allowing teachers to carry concealed firearms in schools and promoted unity among students.[2]
  • Parker supported hiring full-time mental health specialists in schools.[9]
  • Rascon said she wanted to improve relationships with law enforcement and encourage students and staff members to report any signs of trouble.[2][9]
  • Yocum focused on security improvements, transparency, and student health.[2]

While each board member represented a district, board members were elected at large, meaning that all voters in the entire school district could have voted for them.[9]

Denine Echevarria, Peter Gibbins, Tina Moeinian, Samuel Myrant, and Gloria Teresa Rascon answered Ballotpedia's Candidate Connection survey. To read their responses, click here.

Submitted Biography "I am the proud parent of a Jeffco student, and the proud son of a schoolteacher.  My mother eventually left the classroom and finished her professional career working for teachers associations, including the Jefferson County Education Association. Growing up, I saw firsthand how hard educators work to provide a quality education for their students.  My experiences growing up instilled in me a deep appreciation for the role public schools play in our society. My relevant, professional background as it relates to the school board includes several years working in the labor movement with public sector employees. This included valuable experiences addressing labor-management disputes in the public sector, and time and time again I saw that public sector labor-management relations can and should be collaborative, and that they can improve the quality of public services enjoyed by taxpayers.  I worked during the great recession and saw firsthand how acute budget shortfalls impacted the state’s workforce.  My experience also includes community and political outreach work, including coalition building.     I eventually left the labor movement and attended law school at Washington University in St. Louis, where in addition to my law degree, I obtained a degree in mediation and alternative dispute resolution.  For undergrad, I studied political science and public administration. I am currently a practicing attorney."

We need increased transparency and accountability from the district. All too often, the district has failed to transparently engage with the community on important issues, and has avoided accountability for questionable decisions. We face a large number of challenges that need to be addressed, and we can only address those challenges if leadership improves transparency and accountability and rebuilds broken trust between the district and the community at large.

We must continue attracting and retaining high-quality educators. Although major strides have been made in recent years for educator compensation in Jeffco, most educators are still unable to purchase a home in the district, and teachers and staff routinely work second jobs just to make ends meet. It will be hard to maintain compensation levels as we address looming budget shortfalls, but it needs to remain a priority of the board to do so. This will require the board to work hard to seek additional funding, including by working with the community to pass a mill levy override.

In the wake of the Evergreen High School shooting, student safety remains the central concern the board must address. But as we do so, we need to remain mindful of the fact that physical safety measures to prevent future shootings are only one piece of the puzzle. Preventing bullying and harassment, providing quality mental health supports, and ensuring incidences of misconduct are properly addressed are equally important to make sure that our students and educators feel safe so that learning can occur.

Submitted Biography "I have been volunteering in schools for 4 decades. I enjoyed being involved in the education of my 3 children and 3 grandchildren. I started volunteering by teaching kindergartners how to read. Over the decades I volunteered in shop, PE, and science classes. I also ran after school clubs including chess. I served on Collaborative Decision Making (CDM) committees for the multiple schools my family attended. Over the years I received a multitude of awards from different groups for my ability to reach students as a mentor. In 2000 I was recognized by the Colorado Associate of Partners in Education (CAPE) for establishing Chess Clubs in 23 schools. My experience with school leadership groups, like CDM committees involved making budgets, deciding academic mix, while always considering the needs of both students and teachers. My education includes Science, Art, AutoCAD, Analytical Urban Geography, Speech and other classes at DU, CCD and Metro. I walked the halls of all the schools where my kids were students. I worked in the libraries and managed school stores. I raised funds for Jefferson Highs wrestling team by running food booths at the Rockies and Bronco games. I am dedicated to the community and my desire is to find ways to serve."

While interacting with community members over the years I have gotten feedback that shop class was the major hook in keeping students engaged in school. The students that may not excel in other academics may shine in when the learning is hands on. The "shop class" experience enhances their self esteem and gains them the respect of their peers. Those skills can be used throughout their lives or lead to a lucrative career. We have shortchanged our students by eliminating woodshop and metal shop. College is not for everyone and we need to be sure we address alternate career development for students looking for that opportunity.

Civics is something sorely lacking in Jeffco schools. We need to teach tolerance of different points of view. Teaching our students to be good citizens and to be respectful of varied points of view is critical. Everyone is entitled to their point of view and students should have a forum to relate their experiences. Viewpoints should be presented without judgement. An open discussion with many points of view can add to the learning experience.

The innovation my wife is most proud of me for is starting to set up chess boards during lunch. When changing the timing of the after school club setting I was able to make chess available to all students. They don't have to choose between chess and other areas of interest such as art, sports, and music. When I look at the participants I see athletes and artists mixing with academic elites. The chess board is leveling the playing field and includes all. Normally shy people come out of their shell in order to assist in teaching any other student. I want to find other ways to reach out to the students, staff and family members of the learning community.

Student safety must be the foundation of every decision we make. Parents deserve to know their children are protected, supported, and heard. That’s why I will advocate for stronger safety protocols across Jefferson County schools. We must respond swiftly to complaints and foster a culture of openness and trust—where safety is never compromised and every student feels secure.

Safety: Our schools’ academic performance is falling short, with just 52.5% proficiency in English and 42.8% in Math. This is not acceptable. Our students deserve better. I will lead with urgency and compassion by expanding data-driven tutoring and strengthening core subjects like math, English, history, and science in every school. Most importantly, I’ll work to elevate parental involvement and inclusive practices to build trust and transparency. Every student deserves the tools to thrive in a safe, rigorous, and future-ready learning environment. It’s time to restore academic excellence with bold leadership and proven results.

Funding what Matters: With a projected $39–60 million budget shortfall, it’s clear we need disciplined, results-driven reform. As a certified Lean Six Sigma Master Black Belt, I’ve led efficiency initiatives—and I’ll bring that same rigor to the school budget. Through zero-based budgeting, I know we can cut non-classroom waste and refocus resources on students. We must protect essential programs and use parent, community input to guide fiscally responsible decisions. This approach safeguards and prioritizes student needs, and restores public trust.

Jefferson County Education Association withdraws endorsement of Michael Youcum (2025)

On October 13, the outlet Rocky Mountain Voice's Jen Schuman wrote that the outlet had obtained recordings that Yocum "privately acknowledged a deferred adjudication involving a sealed juvenile sexual offense."[1][10] On the same day, the Jefferson County Education Association withdrew its endorsement of Yocum after the union learned of the charge. In a statement, the organization wrote, "JCEA recently learned of a sealed court record from Michael Yocum. This issue did not come up in the questionnaire, interview, or the vetting process. In light of this information not being disclosed to JCEA during the recommendation process, JCEA will be withdrawing their recommendation of Michael Yocum."[11][7]
