Hugh H. Ley was a 2016 Democratic candidate for District 39 of the New Mexico State Senate.[1]

Ley graduated from St Michael's High School in 1974 and received his B.S. from New Mexico State University in 1980. He is a licensed guide and outfitter for summer pack trip and fall hunting in the Pecos wilderness and served as the San Miguel County Commissioner from 2001-2008. He is married with three children.[2]

2016

Ley's campaign website highlighted the following issues:

Economic development:

  • The first economic development direction I will pursue is for New Mexico to embrace tourism and outdoor recreation. We have tremendous opportunities to showcase our natural wonders, historical, and cultural heritage to the world. I believe we can attract visitors to New Mexico in significant numbers within the near future. Recently I successfully worked with two government agencies (State Parks and New Mexico Game and Fish) to designate and start the development of the Pecos Canyon State Park. I plan to continue developing our outdoor recreation in New Mexico as it is a major benefit to our rural communities.
  • The second economic improvement is increased broadband speed and capacity. There are several job opportunities through the internet. I know several solo platform individuals within the district that utilize the internet to commute to work daily. These individuals are accountants, insurance industry professionals, and graphics industry professionals. The major benefit with these jobs is that they sell their goods and services outside of the region to bring in new monies to the state.
  • The third economic stimulus that I will support is the movie industry. New Mexico has a very diverse and beautiful landscape that has a lot to offer the movie industry. The movie industry provides jobs and monetary value for rural New Mexicans.

Education:

  • Tests should be a tool for assessment and realignment of instruction, not tied to salaries. Vocational and technical classes must be returned to the curriculum to meet the demand and offer career options for those who do not wish to pursue traditional higher education. Special education staff and educational assistants need all the resources that the state can give them to help teachers in the classroom.
  • Teacher salaries need to be increased so that we encourage our teachers to stay in our state! The current funding formula does not adequately fund the at risk programs and does not reflect the difficulties of hiring highly qualified teachers in District 39. This can be accomplished by reallocating the interest from the Land Grant Permanent Fund.

Firefighter recruitment and retention:

  • As we continue to see more wildfires in New Mexico, I will work to increase recruitment and retention of volunteer firefighters. Due to my experience as a fire chief of Pecos Canyon Fire Department and a founding member, I know the problems with training and holding on to VOLUNTEERS.

Healthcare:

  • District 39 faces numerous challenges in providing rural health care. The first issue is access. The District has a very large land mass with small communities scattered throughout. I will support rural clinics by helping find ways to get patients to the facilities that would not normally have a means.
  • The second issue is economic shortfalls. I will support additional funding through federal and state funded programs to keep and expand rural health care services. We need to continue funding the match to the Affordable Care Act. This expansion has provided New Mexicans health care.

Roads:

  • The main issue with maintenance and the reconstruction of roads is funding. The state has a fixed budget that we need to find ways to stretch. I would be in favor of ear marking part of the gasoline tax to road maintenance.
  • We must also find ways to address the deferred maintenance that happens on our roads. The New Mexico Department of Transportation currently estimates the state road fund must grow by 80% a year to meet the demand for maintenance. I believe the district needs to shift its priority from new construction to maintenance and rehabilitation in order to improve our transportation system.[3]
