Campaign themes

2016

Zebutis' campaign website highlighted the following issues:

Public Safety

  • As your Representative, I will work for the following:
  • Greater use of community service and public works for lesser offenses that might otherwise be dismissed without penalty. Our public buildings, roads, and trails could use a lot of cleaning and routine maintenance from people that could use lessons in respect.
  • Reducing juvenile delinquency by tying PFDs to behavior.
  • Increased vehicle registration and license fees for reckless driving offenses.
  • Simpler processes so that law enforcement is not saddled with paperwork over minor issues and every crime is met by quick, appropriate, and fair punishments.

Ethics

  • If elected I will not accept any gifts. No matter what somebody thinks of my ideas, they will know that I am working only for Alaska, not for an Outside special interest.

Transportation

  • I am cautious about expenditures for new roads. There are incredible costs with maintaining roads in our harsh climate and it is not feasible to connect every point in the State with them.
  • ADOT needs additional oversight to make sure projects are truly deserving and that the best solutions are implemented. I worry that the Glenn/Muldoon “diverging diamond” design will be a disaster and am upset that better and lower cost ideas were ignored.

Energy

  • The State should not be trying to be a utility company. The State should be laying out simple regulations and mineral extraction rates that make it worthwhile for private enterprises to invest in the energy market. The State should be making it easier for consumers and communities to employ solutions that work best for them.

Revenue

  • If we need to increase revenue, it should come from “voluntary” sources, fair user fees, and from penalties for crimes and infractions. My positions include:
  • In favor of joining a multi-state lottery association to provide revenue from voluntary participants.
  • For matching road maintenance costs with fair motor fuels taxes and adequate vehicle registration fees.
  • Believe that other government entities that provide services, such as Alaska Department of Natural Resources, should be as self-reliant as possible through fair and adequate permit and user fees.
  • Think that private property owners should be able to acquire some mineral rights from the State, especially since half our PFD (which was partially set up to compensate for lack of mineral rights) is being stolen.[1]
