The Kansas Property Tax Value Cap Amendment may appear on the ballot in Kansas as a legislatively referred constitutional amendment on November 3, 2026.[1]
The measure would amend the Kansas Constitution to cap the growth of taxable value of real property or residential mobile homes at 3% annually.[2]

A two-thirds vote is required during one legislative session for the Kansas State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 27 votes in the Kansas State Senate and 84 votes in the Kansas House of Representatives, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
This amendment was introduced as Senate Concurrent Resolution 1603 on January 15, 2025. On February 6, 2025, the state Senate passed SCR 1603 in a vote of 28-11, with one not voting or absent.[1]
