The Louisiana Expenditure Limit and Growth Formula Amendment was not on the ballot in Louisiana as a legislatively referred constitutional amendment on November 8, 2022.[1]


The amendment would have removed the expenditure limit growth formula from the Louisiana Constitution and allows the state legislature to provide for the expenditure limit and growth formula (not to exceed a 5% growth rate) in state law.[2]

The ballot question for the amendment would have been as follows:[2]

Do you support an amendment to limit the annual growth of state spending as calculated by the expenditure limit, remove the expenditure limit growth factor from the constitution, and cap the annual growth of the expenditure limit at 5%? (Effective June 30, 2023) (Amends Article VII, Section 10(C)(1))

In Louisiana, a two-thirds vote is needed in each chamber of the Louisiana State Legislature to refer a legislatively referred constitutional amendment to the ballot for voter consideration.

This amendment was introduced as House Bill 273 (HB 273) on March 30, 2021. On May 24, 2021, the state House passed HB 273 in a vote of 71-22 with 12 members absent or not voting. The amendment was not passed in the Senate before the legislature adjourned its 2021 legislative session on July 10, 2021.[1]
