Three seats on the Middletown Township School District Board of Education were up for general election on November 3, 2015.[1] The seats of incumbents James Cody, Joan Minnuies and Leonora Caminiti were on the ballot.[2] Cody and Minnuies won re-election, while challenger Daniella Walsh joined the board. Cody, Minnuies and Walsh defeated Caminiti, Christopher Aveta, Thomas Ballard, Mark Bouthillette and Andrew Nicholes.[3][4]

About the district
Middletown Township School District is located in Monmouth County in central New Jersey. The county seat is Freehold Borough. Monmouth County was home to approximately 629,279 residents in 2014, according to the United States Census Bureau.[5] During the 2012-2013 school year, Middletown Township School District was the 17th-largest school district by enrollment in the state and served 9,885 students.[6]
Demographics
Monmouth County outperformed the rest of New Jersey in terms of education achievement in 2013. The United States Census Bureau found that 41.4 percent of Monmouth County residents aged 25 years and older had attained a bachelor's degree, compared to 35.8 percent for New Jersey as a whole. The median household income for Monmouth County was $84,526, compared to the state average of $71,629. The poverty rate in Monmouth County was 7.0 percent while it was 10.4 percent statewide.[5]

Voter and candidate information
The Middletown Township Board of Education consists of nine members elected at large to three-year terms.[8] Three members are up for election every year in November.[9][10] In 2015, there was no primary election, and the general election was held on November 3, 2015.[1]
School board candidates had to be U.S. citizens and residents of the school district for at least one year prior to the election. They also had to be able to read and write and be registered voters. They could not hold another elected office in Middletown Township, such as mayor or town council member.[11] To get on the ballot, candidates had to file their nominating petitions with the Monmouth County Clerk's Office by July 27, 2015.[1]
In order to vote in this election, residents of the school district had to be U.S. citizens and at least 18 years old. They also had to have lived in the district for at least 30 days prior to the election. They had to file their Voter Registration Application and Party Affiliation Form with the Monmouth County Clerk's Office by October 13, 2015. Photo identification was not required to vote in New Jersey.[12]

Campaign finance
No contributions or expenditures were reported in the election, according to the New Jersey Election Law Enforcement Commission.[13]
School board candidates were required to file a Certificate of Organization and Designation of Campaign Treasurer and Depository form if they received a contribution of any amount, including their own funds. They filed this form with the Election Law Enforcement Commission (ELEC).[14] Three reports were required from candidates who received contributions: the 29-day pre-election report, the 11-day pre-election report and the 20-day post-election report. Contributions received between October 21, 2015, and November 3, 2015, required 48-hour notice reports.[15]

With three seats up for election in November 2015, up to one-third of the Middletown Township Board of Education had the potential to change hands. All three incumbents filed to run for re-election, and five candidates filed to challenge them. Two of the incumbents won re-election to the board, and one newcomer was elected to the third seat.
Voters had previously added a few new faces to the board in recent years. Two new members were elected in 2013, and one new member was added in 2014. All three incumbents up for election in 2013 ran to retain their seats, but only one kept his. Incumbents were more successful in 2014, with two running and winning re-election. The newcomer who joined that year was elected to an open seat.
The 2013 race had a larger number of candidates run compared to 2015 and 2014. An average of 3.33 candidates ran per seat in 2013, while the average was only 1.67 per seat in 2014. Middletown's 2014 average was lower than the state's average of two candidates running per seat in New Jersey's largest school districts that year. The 2015 race saw an average of 2.67 candidates per seat.
