Biography
Mike Missildine was born in Richmond, Virginia, and lives in Plano, Texas. He graduated from Amarillo High School in 1993. He earned a bachelor's degree in criminal justice from Midwestern State University in 2013, a master's degree in criminal justice and law enforcement administration from Columbia Southern University in 2014, and a master's degree in leadership from Grand Canyon University.
Missildine’s career experience includes working as a deputy sheriff at the Potter County sheriff's office, a police corporal at Tarrant County College, a deputy constable at the Dallas County Constable Precinct 2, and the senior deputy at the Collin County Constable Precinct 4. He was the vice president of the Dallas County Constable's Association and the secretary of the Collin County Deputy's Association.[1][2]

|I was born in Virginia, but we moved to Amarillo, Texas when I was about 12 months old, and that is where I was raised. I have the best parents in the world. Dad was a the Chief Fiscal Officer for the VA Hospital and mom stayed home to raise me and because she had major health issues. A couple of years after graduating from Amarillo High School, I was offered a great job and opportunity as a law enforcement officer with the Potter County Sheriff's office in 1995. I worked for several agencies between 1995 and 2019, when I was sworn in as Justice of the Peace in Pct. 3 of Collin County. I worked in virtually every position in law enforcement including dispatch, jail, patrol, administration (Supervisor and Chief), investigations, SWAT, Evidence manager, case manager, Bailiff, and special writs. I have worked around JP Courts my entire career so I understand the laws and how courts work. I am also a 1st Lieutenant in the Texas State Guard.
I have advanced education including two Master's degrees and a PhD in Psychology. I am certified as a subject matter expert in civil process and civil law by the Texas Commission on Law Enforcement. I am honored to continue serving!- Court Access: Everyone in the community should have equal access to Justice and the courts. While in office, I have worked my staff and county partners to ensure our office provides the best and most accessible service possible. This includes the efficient use of technology, allowing litigants to appear via video or telephone if they cannot appear in person, and adjusting office hours on a quarterly basis to allow people to visit the court to handle business afterhours. Future plans are to extend office hours in the evening and possibly to create a weekend court program; however, the court is limited to the hours staff can work according to county policy, so that itself may limit the program.
- Growth: Case management is a critical issue to JP courts as they are the busiest courts in Texas by volume. As caseloads have increased, I have worked with our county partners and vendors to ensure we are utilizing all means of technology to assist in adjudicating cases in a fair and timely manner. This includes employing online mediation as a means and choice to resolve a case without a trial. Our main goal is to ensure all cases are heard in a timely, fair and efficient manner.
- Community Service: Most guests of the court are self-represented litigants. It is understandable that the majority of visitors to the court do not know the process to file a case and represent themselves. Our court has worked with our local and state partners to create guides to help litigants. Also, I have partnered with Legal Aid of NW Texas to provide free and low-cost legal services to litigants during evictions. Legal Aid is at our building every Tuesday and Friday in the mornings during evictions trials. In June, Legal Aid will be present on Wednesdays as we are moving all evictions to that day.
Technology and convenience of litigants and guests of the court are pressing issues for most JP courts. Our court is employing measures to become completely paperless and utilize technology to ensure cases are heard in a fair, efficient, and timely manner. This includes using online video platforms to hear cases online. Another method we employ to make the process more efficient is to obtain email addresses for both parties and to send out additional court notifications and information via email.
