The city of Fresno, California, held nonpartisan elections for city council on November 4, 2014. A primary election was held on June 3, 2014. The filing period for candidates wishing to run in this election ended March 7, 2014.[1]
Four of the seven city council seats were up for election. These were districts 1, 3, 5 and 7. District 1, however, was an open seat, as incumbent Blong Xiong was ineligible to run due to term limits.
In the June 3 primary election, incumbents Oliver Baines, Sal Quintero and Clint Olivier won re-election outright by receiving a majority of the votes. In District 1, no candidate received a majority. The top two candidates therefore advanced to the general election on November 4. These candidates were Cary Catalano and Esmeralda Soria.[2]
Jobs and the privatization of the city's trash services were some of the key issues that shaped Fresno's 2014 election cycle.

Issues
After the June 3rd primary election, only one city council race was left undecided: District 1. The following discussion highlights the key issues in Fresno and how they impacted the District 1 race.
Jobs
As with many municipal elections in 2014, jobs and joblessness were central issues; but in Fresno, where the unemployment rate hovered above 11% (5% above the national average) throughout much of 2014, they were critical.[3] Both District 1 candidates - Cary Catalano and Esmeralda Soria - made jobs core campaign themes and singled out the need to create middle class employment opportunities.[4][5]
Measure G
In the June 2013 elections, a proposition called "Measure G" made its way onto the ballot that asked voters to decide whether or not to privatize the city's trash collection service. Fresno voters narrowly chose not to privatize, but the issue remained a point of contention. Soria spoke out against the measure, while Catalano voiced support for it.[6]
