The city of Norfolk, Virginia held elections for mayor and city council on May 6, 2014. Five of the city council's seven wards were up for election.[1]
Incumbent Mayor Paul Fraim ran for re-election and won. He was first appointed Mayor in 1994. Four of five possible council incumbents also ran for re-election and won. Two incumbents, Andrew Protogyrou and Theresa W. Whibley, ran unopposed. The open Ward 3 seat was vacated by Alveta V. Green.

City council
The open Ward 3 seat was expected to play a crucial part in Mayor Paul Fraim's voting bloc. Although Tommy R. Smigiel Jr. was typically the lone dissenter in City Council votes, he was occasionally joined in his vote by Andrew Protogyrou and Angelia Williams, creating a 5-3 split. Speaking of the situation, former council member W. Randy Wright said, "You've got a loose-knit majority coalition that is in jeopardy with someone else being elected in Ward 3 that is not of the same ilk. It's a big seat." Fraim chose not to publicly endorse any Ward 3 candidate in the election. If Mamie B. Johnson, the winner of the Ward 3 race, chooses to vote against the Mayor, 4-4 split votes are a possibility.[2]
An example of a controversial 5-3 vote was the 2011 approval of a plan for an office building that ultimately failed. In the days following the vote, the development plan fell through when news broke that the building's main tenant, a nonprofit named the Southeastern Tidewater Opportunity Project, was in financial trouble and would not be able to pay the rent. "There was such a disconnect at City Hall. How could we approve something to basically guarantee STOP's lease without talking to them?" said Protogyrou.[2][3]
