The North Dakota Reconvening Legislature for Emergencies or Vetoes Amendment was not on the ballot in North Dakota as a legislatively referred constitutional amendment on November 8, 2022.

This amendment would have allowed the North Dakota State Legislature to reconvene for 20 additional days (beyond the 80-day legislative session limit) to address emergencies or bills vetoed by the governor.[1]

To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the North Dakota State Senate and the North Dakota House of Representatives.

This amendment was introduced as House Concurrent Resolution 3005 on January 11, 2021. The House approved the amendment in a vote of 78-13 on March 3, 2021. The votes in favor came from 66 Republicans and 12 Democrats. The votes against came from 12 Republicans and one Democrat. One Democrat and two Republican representatives were absent. The amendment was not passed in the second chamber before the legislature adjourned on April 30, 2021.[1]
