Biography

PC Mathew earned a high school diploma from the NSS HSS Kaviyoor, a bachelor's degree from Bishop Abraham Memorial College in 1983, and additional education from the University of Maryland Global Campus in 1990. His career experience includes working in real estate and as an insurance producer and financial examiner. Mathew has been affiliated with the Global Indian Council, Kerala Association of Dallas, and the India Cultural and Education Center at Garland.[1]

I had the privilege of serving with the U.S. Army Corps of Engineers in the Middle East Africa Project Office, contributing to the construction of a military airbase for the Bahrain government as a civilian expert deputed by the Military Works Directorate, BDF. Inspired by the USACE I worked alongside, I pursued the American dream with my wife, Daisy, an RN, and our three children after securing a green card.

My journey in the U.S. began at UT Southwestern Medical Center, Dallas, where I advanced to Chief Accountant for a VA IDIQ Contract under Dr. Hailey. Later, I served the State of Texas as a Financial Examiner with the Texas Department of Insurance until 2017.

Now, as a small business owner, Realtor, and insurance agency founder, my family and I remain deeply committed to service, integrity, and community values. Garland’s safety and health must always come first. As Mayor, I will strengthen police and fire services, improve roads and infrastructure, and expand healthcare access. We need safer streets, better emergency preparedness, and stronger community engagement. I will work to ensure workplace, school, and neighborhood safety while improving storm response and public health programs. Together, we can build a safer, healthier Garland for all.

As a mayoral candidate for Garland, it's essential to understand the core responsibilities associated with the role. The Mayor serves as the presiding officer of the City Council, leading meetings and ensuring orderly conduct. While the Mayor participates in discussions and votes on legislative matters, the position does not grant veto power over Council decisions. In the Mayor's absence, a Mayor Pro Tem, elected from among the Council members, assumes these duties. The Mayor also represents Garland in various capacities, acting as a liaison between the city and external entities, and often delivering addresses such as the annual State of the City to update residents on municipal progress and initiatives. Understanding these responsibilities is crucial for effective leadership and fostering a thriving community in Garland.
I aspire to leave a lasting legacy, much like the wise King Solomon, by building a Garland where citizens can live in peace, happiness, and prosperity—where families thrive, businesses flourish, and communities grow stronger together. My diverse experiences in military infrastructure, finance, real estate, and community leadership have shaped me into a servant leader with a deep commitment to progress, integrity, and unity.

Prime Minister Indira Gandhi was shot and killed by her gunmen in October 1984. I was 20 year old at that time.
I had the privilege of serving with the U.S. Army Corps of Engineers in the Middle East Africa Project Office (MEAPO) contributing as a civilian expert to the construction of a military airbase for the Bahrain Defense Force (BDF). This project, which spanned approximately 3 years, was completed just before the Gulf War and later required repairs funded by multinational allies due to its extensive use in the war I continued another 2 more years at the Airbase. The interesting part is we were not allowed to leave the country until the war is over. We were provided with bigger masks to protect from Mustard as anticipated from Saddam Hussian’s Scud Missiles which was shot down at the sea by our Patriot Missiles. As a young man, though newly married I was courageous to serve the USACE and the soldiers who were in the base at the war times. Later, I continued my work with the Military Works Directorate, Construction Division of Bahrain Defense., assisting the Director of the Military Works Directorate in various departments, including Tendering & Planning and Maintenance. This included handling the correspondence with USACE and Bahrain Defense Force. The Contract was FIDIC between US Government and Bahrain Government. Total 1987 -2005 I was Working with Bahrain Defense Force at the Military Works Directorate as a Civilian Employee providing excellent services to the Officers.
Bible is my favorite book. Why because it has lot of beautiful word of God which really face in your day to day life. It has life and spiritual strength. Those who abide in it will be blessed as I believe.
If I could be any fictional character, I would choose to be Abraham Lincoln. His character is one that represents strength, wisdom, and compassion in the face of adversity. Lincoln’s unwavering commitment to unity and equality, particularly during one of the most challenging times in American history, deeply inspires me. Despite facing immense opposition and criticism, he stayed true to his values, leading the country through a tumultuous period with grace and humility. Like Lincoln, I strive to lead with integrity, always working for the greater good of the people and standing firm in the pursuit of justice, unity, and progress. His ability to balance empathy with strong leadership is something I deeply admire and aspire to emulate.
I sometimes find it challenging when people misunderstand my intentions, especially when I dedicate myself wholeheartedly to serving the community, only to face unfair criticism from political opponents. However, I have learned to rise above these challenges with faith and resilience. One verse from the Bible keeps me strong: "The righteous are bold as a lion."

As long as I stand for what is right, act with integrity, and uphold the law of the land, I remain confident in overcoming any struggles that come my way. My commitment to service is unwavering, and no amount of criticism will deter me from working for the betterment of Garland and its people.
I struggled to understand when people misunderstand. For example while doing lot of services with sincere heart political people come after with unfair criticism. I over come everything with one world of God from bible "Righteous are bold as Lion". Since I am doing right thing and not violating the law of the land, I am confident to overcome those struggle.
As the city's leader, the Mayor must be a role model, demonstrating responsibility, punctuality, and knowledge, while seeking expert counsel before making key decisions. Working in harmony with the City Council, the Mayor ensures policies serve all residents while also collaborating with neighboring cities, county, state, and federal officials to secure resources for Garland’s future.

The council/manager form of local government is a structure where elected officials set the city's vision, policies, and strategic goals, while a professional city manager handles the day-to-day operations. This system is designed to ensure efficient and professional administration while maintaining accountability to the public through elected representatives.

How It Works in Garland:
City Council (Including the Mayor): The City Council, led by the Mayor, is responsible for setting strategic goals, policies, and priorities for the city. They represent the residents, make legislative decisions, approve budgets, and establish the overall direction for Garland’s growth and development.

City Manager: The City Manager, appointed by the City Council, is responsible for implementing the policies and goals set by the Council. They oversee city departments, manage city operations, and ensure services are delivered effectively. The City Manager makes operational decisions, hires staff, and ensures the city's day-to-day functions align with the Council’s vision.

Key Distinctions:

In Garland's council-manager form of government, the Mayor is a voting member of the City Council and does not oversee the city's day-to-day administration—that role belongs to the City Manager, who is appointed by the Council.

Since the Mayor in Garland is part of the City Council, the ideal relationship should be collaborative, respectful, and focused on consensus-building. What I love most about Garland is its vibrant multicultural community, where people of different races, nationalities, and faiths—including churches, temples, mosques, gurdwaras, and Buddhist temples—live together in harmony. The beauty of our city lies in its residents' respect for the law and their strong sense of cooperation. Garland is home to beautiful parks, a scenic lake, and a dedicated, community-focused police force. As a Citizens Police Academy participant, I’ve seen firsthand the hard work of our officers, especially SROs. With engaged council members driving progress, I am committed to further advancing Garland’s growth and unity.
Garland's greatest challenges over the next decade will include:

Bringing the Multicultural Community Together – As Garland continues to grow in diversity, fostering inclusivity, civic engagement, and cultural unity will be essential. Ensuring equal representation, access to resources, and community programs that embrace all backgrounds will strengthen the city.

Expanding Infrastructure – With a growing population, Garland must invest in better roads, public transit, drainage systems, and utility upgrades to accommodate future needs. Addressing traffic congestion, aging infrastructure, and sustainable urban planning will be key to long-term success.

Promoting Small Businesses & Economic Growth – Small businesses are the backbone of Garland’s economy. Policies that support entrepreneurship, reduce regulatory burdens, and provide incentives for local businesses will help sustain economic vitality. Strengthening workforce development and attracting diverse industries will also be crucial.

The city should have the autonomy to address local challenges, while the federal government provides funding, resources, and policy support for key initiatives like infrastructure, public safety, small business growth, and environmental protection. Federal programs should be accessible without unnecessary red tape, allowing Garland to advance its economic and community development while preserving local decision-making and the unique needs of its diverse population
You can fool all the people some of the time and some of the people all the time, but you cannot fool all the people all the time.
The laws are made for the people, and people are not made for the law. People first and the law enforcement shall be aware of it.
The best relationship between the Mayor’s office and law enforcement is built on collaboration, trust, and transparency. The Mayor should support law enforcement with the necessary resources and training while ensuring accountability and high ethical standards. Open communication with the community and promoting community policing can help build strong ties between law enforcement and residents. This partnership ensures a safe and just environment while addressing the needs of the community.
