Campaign themes
2016
Pershing's campaign website highlighted the following issues:[1]
Crime
- Excerpt: "We no longer have a choice but to get smart on crime in this state. Oklahoma’s overcrowded, understaffed criminal justice system is at the breaking point. To avert a disaster, we need to move quickly to reduce incarceration and expand evidence-based alternatives to prison. We must also begin to make critical investments into our population to provide more pathways to living healthy, productive lives in this state."
Education
- Excerpt: "It is clear that we have failures at all levels in our education system. In the Education Week Quality Counts 2015 State Rankings, Oklahoma ranked 48th overall. Oklahoma must step up investment in its education system for our economic future. Because, with few exceptions, the states where workers earn the highest wages are the states with the most educated citizens. These are complex matters that confront us, and I see it as a defining moment based on how we move forward. We must fully support education in Oklahoma on all levels."
Healthcare
- Excerpt: "It is a prudent step that we take action on behalf of the citizens of this state to develop a comprehensive strategy on healthcare. We must ensure that high-quality, affordable healthcare is available to everyone. Oklahoma currently ranks 45th in the 2015 America’s Health Rankings by the United Health Foundation. That is simply unacceptable."
Tax policy
- Excerpt: "Most people have a Senator Russell Long view of taxes and tax reform: 'Don't tax me. Don't tax you. Tax that fellow behind the tree.' In general, people don’t like to pay taxes but want to have access to public services. However, state and local governments cannot provide public services without raising revenues through taxes. I believe that Oklahoma must evaluate our overall taxation strategy from top to bottom."
- Excerpt: "We can design a more efficient tax strategy that incorporates all the main taxes with low rates on broad bases. Oklahoma cannot continue to function in an effective manner while facing chronic budget shortfalls. We must have reliable revolving revenue sources that we can count on to mitigate the effects of fluctuations in revenues from other tax sources. I will support tax reform. I will challenge this state government to examine our taxation strategies to develop a right solution for all Oklahomans while providing appropriate revenue levels for funding our obligations to our citizens."
