Executive Order 13958: Establishing the President's Advisory 1776 Commission was a presidential executive order issued by President Donald Trump (R) in November 2020 that established the President's Advisory 1776 Commission with the goal of advancing public educational resources on "the history and principles of the founding of the United States," according to the text.[1]

President Joe Biden (D) on January 20, 2021, revoked E.O. 13958 via E.O. 13985.

Background

President Donald Trump (R) issued Executive Order 13958, titled "Establishing the President's Advisory 1776 Commission," on November 2, 2020. The executive order created a president's advisory commission that aimed to further educational resources on the principles of the American founding. The executive order sought to counter "recent attacks on the founding [that] have highlighted America's history related to race" and "often ignore or fail to properly honor and recollect the great legacy of the American national experience," according to the text. The order directed the commission to advance these principles through student awards, interpretive resources on public lands, and federal grants, among other outreach efforts.[1]

Purpose

Section 1 described the purpose of E.O. 13958 as "a restoration of American education grounded in the principles of our founding that is accurate, honest, unifying, and inspiring." The order stated that a "loss of national confidence in these principles would place rising generations in jeopardy of a crippling self-doubt that could cause them to abandon faith in the common story that binds us to one another across our differences." The order further stated that use of the commission's resources would be optional, pursuant to state and local control over curriculum.[1]

President's advisory commission

Section 2 of E.O. 13958 established the President's Advisory 1776 Commission. The order stated that the commission shall comprise no more than 20 members appointed by the president.[1]

The order directed the commission to produce a report for the president regarding the core principles of the American founding to be publicly disseminated; advise and offer recommendations to the president regarding the federal government's plan to celebrate the anniversary of American independence; facilitate the development of a Presidential 1776 Award to recognize student knowledge; advise executive departments and agencies to ensure patriotic education; help agencies prioritize the nation's founding in federal grants; and promote other activities to support public knowledge of the American Revolution and the nation's founding.[1]

Celebration of Constitution Day

Section 3 of E.O. 13958 stated that all relevant agencies shall monitor compliance with Title I of Division J of Public Law 108-447, which requires each educational institution that receives federal funds to hold an educational program on the U.S. Constitution on September 17. [1]

Education through federal resources

Section 4 of E.O. 13958 directed the U.S. Department of Education, the U.S. Department of Defense, and the U.S. Department of State to "prioritize Federal resources, consistent with applicable law, to promote patriotic education."[1]

Aftermath

President Joe Biden (D) signed Executive Order 13985: Executive Order On Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, on January 20, 2021, which revoked Executive Order 13958.[2]
