Executive Order 14041: White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans was a presidential executive order issued by President Joe Biden (D) in September 2021 that sought to "strengthen the capacity of Historically Black Colleges and Universities (HBCUs) to provide the highest-quality education, increase opportunities for these institutions to participate in and benefit from Federal programs, and ensure that HBCUs can continue to be engines of opportunity," according to the text.[1]

Background

President Joe Biden (D) issued Executive Order 14041, titled "White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity Through Historically Black Colleges and Universities," on September 3, 2021. The order created the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity through Black Colleges and Universities and renewed the President's Board of Advisors on Historically Black Colleges and Universities. The order broadly sought "to advance educational equity, excellence, and economic opportunity in partnership with HBCUs, and to ensure that these vital institutions of higher learning have the resources and support to continue to thrive for generations to come," according to the text.[1]

Executive orders on HBCUs

President Jimmy Carter (D) first established the White House Initiative on Historically Black Colleges and Universities through Executive Order 12232, issued on August 8, 1980. Carter's order directed the secretary of education to "implement a Federal initiative designed to achieve a significant increase in the participation by historically Black colleges and universities in Federally sponsored programs.”[2] President Ronald Reagan (R) re-established the initiative in 1981 through Executive Order 12320.[2]

When President George H.W. Bush (R) re-established the initiative in 1989 via Executive Order 12677, he also created the President's Board of Advisors on Historically Black Colleges to advise the secretary of education on "the annual development of a Federal program designed to achieve an increase in the participation by historically Black colleges and universities in federally sponsored programs" and on "how to increase the private sector role in strengthening historically Black colleges and universities," according to the order. Executive Order 12876, issued by President Bill Clinton (D) in 1993, re-established both the White House initiative and the board of advisors.[2]

President George W. Bush (R) re-established the board of advisors through Executive Order 13256, titled "President's Board of Advisors on Historically Black Colleges and Universities," on February 12, 2022.

President Barack Obama (D) in February 2010 issued Executive Order 13532 and reestablished the White House Initiative on HBCUs and the President's Board of Advisors on HBCUs with the goal of increasing opportunities for HBCUs to participate in federal programs.[2]

President Donald Trump (R) in February 2017 reestablished the White House Initiative on HBCUs and the President's Board of Advisors on HBCUs via Executive Order 13779.[3]

Policy

Section 1 of E.O. 14041 stated that the policy of the executive order was to "promote a variety of modern solutions for HBCUs, recognizing that HBCUs are not a monolith, and that the opportunities and challenges relevant to HBCUs are as diverse as the institutions themselves and the communities they serve," according to the text.[1]

White House initiative

Section 2 of E.O. 14041 established the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity through Historically Black Colleges and Universities. Section 2 stated that the initiative shall provide advice to the president on advancing equity, excellence, and opportunity at HBCUs by recommending policies, programs, and initiatives.[1]

President's board of advisors

Section 3 of E.O. 14041 continued the President's Board of Advisors on Historically Black Colleges and Universities. within the Department of Education. The order stated that the president's board of advisors shall include the presidents of HBCUs and leaders from education, philanthropy, business, finance, innovation, science and technology, and private foundations.[1]

Executive Order 13799 superseded

Section 4 of E.O. 14041 superseded E.O. 13799, issued by President Donald Trump (R) on February 28, 2017. Section 4 of E.O. 14041 revoked the White House Initiative To Promote Excellence and Innovation at Historically Black Colleges and Universities and replaced it with the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity through Historically Black Colleges and Universities.[1]
