2014
The November 4, 2014, general election in Del Valle Independent School District featured six seats up for election. The District 1 race was for a two-year term. Incumbent Ann Heuberger ran unopposed.
In the District 3 race, Charles W. Diggs Jr., Michael Valescu, and Charles Neira ran for the seat held by Julia Hankerson Diggs, who did not file for re-election. Diggs defeated Valescu and Neira in that race.
The District 5 race featured incumbent Nancy Wilhite and challenger Steven B. Hart. District 7 incumbent Susanna Woody, District 8 incumbent Darla Sullivent Wegner, and District 9 candidate Elvia Guadian were all running unopposed. District 9 incumbent David Mellenbruch did not file for re-election.
Results
As Woody was the only candidate to file for District 7, the board of trustees canceled the election and she was re-elected unopposed.[2]
Funding
Candidates must file reports with the Texas Ethics Commission or the appropriate county clerk. They must disclose the amount of each contribution (or the value and nature of any in-kind contribution), the name and address of the individual or political committee making the contribution and the date of the contribution. Filers must also report all expenditures, including the date of an expenditure, the name and address of the person to whom the expenditure is made and the purpose of the expenditure.[3]

Equitable Development
Travis County is one of the most economically and racially segregated counties in the country. Susanna believes it’s time to change that—starting with bold investments in housing and infrastructure that serve everyone, not just the wealthy few.
Priorities:
- Invest in deeply affordable housing across the county, not just in select zip codes.
- Develop a countywide housing plan that addresses affordability, sustainability, and displacement.
- Tackle homelessness with long-term, solutions —not criminalization.
- Prioritize infrastructure that supports safe, inclusive, and economically diverse neighborhoods.
Quality, Equitable Healthcare
COVID-19 exposed what Susanna has long been working to change, inequities in access to healthcare rooted in decades of social and economic neglect. Central Health, the City of Austin, and the County Commission have failed to prioritize the health of our communities, especially communities of color. That ends now.
Priorities:
- Expand equitable access to healthcare.
- Invest in local health infrastructure to ensure every community has access to primary care.
- Promote healthy communities through park renovation and wellness-focused public spaces.
- Redirect funds from incarceration and jail expansion to behavioral and mental health services.
Development, Infrastructure &
Community Investment
From unreliable roads to limited broadband and flooding risks, many parts of Travis County have been overlooked when it comes to basic infrastructure. Susanna will push for smart, equitable development that reflects the needs of every resident—not just developers.
Priorities:
- Ensure infrastructure planning includes roads, drainage, broadband, and public transit for all neighborhoods.
- Promote green infrastructure and climate-resilient development.
- Support economic hubs and small businesses in underserved areas.
- Require equity assessments in all development projects.
Economic Opportunity for All
Every Travis County resident deserves the opportunity to thrive regardless of their background or zip code. Susanna will work to close opportunity gaps and build an economy that works for working families.
Priorities:
- Partner with workforce development programs to train residents for high-paying, future-ready jobs.
- Expand support for small businesses, especially those owned by women and people of color.
- Increase access to childcare, transportation, and affordable housing so working families can thrive.
- Strengthen social services and safety nets to support families facing hardship.
Criminal Justice Reform
The current system disproportionately harms Black and Latino communities, perpetuating cycles of poverty and incarceration. Susanna will continue her fight to transform our criminal justice system into one rooted in equity and accountability.
Priorities:
- Oppose jail expansion and redirect funding to mental health and community care.
- Expand alternatives to incarceration, especially for nonviolent offenses.
- Push for transparency and accountability in county law enforcement.
- Advocate to end the school-to-prison pipeline and decriminalize marijuana use immediately.
