Vibert White (Republican Party) (also known as Issa) is running for election to the U.S. House to represent Florida's 10th Congressional District. He declared candidacy for the 2026 election.[source]

Biography

Vibert White was born in New York, New York. He earned a bachelor's degree from Bethune Cookman University, a master's degree from Purdue University, and a Ph.D. from Ohio State University. He obtained epidemiology training from Johns Hopkins University. His areas of expertise include constitutional and legal history, American history, labor and social history, public history, and African Diaspora. White's experience includes serving on the White House Commission on Travel and Tourism, Florida's State Historical Advisory Board, Illinois' Department of Agriculture, and Ohio's Governor's Advisory Board. He also has professional experience in agriculture and educational consulting.[1]

I am an academic by training having earned a Ph.D. in History from The Ohio State University. I have also earned degrees from Bethune-Cookman University (BA) and Purdue University (MA). I have taught and earned tenure at the University of Cincinnati, University of Illinois and the University of Central Florida. I am the authored of several books, one academic bestseller and hundreds of articles in public and academic journals.

As a public servant I have served on three White House Commissions under Republican and Democrat presidents. In addition, I have served on various Governor's Commissions in Ohio, Illinois, and Florida as well as direct consultants to former Senator Peter Fitzgerald (Illinois-R) and Senator Richard Durbin (Illinois-D).

Internationally, I have served as an advisor to the U.S. State Department while also being nominated for the United States Ambassador post of Guyana, South America. I have spoken at several United Nation forums as well as international meetings and legislatures in Brazil, Jamaica, Panama, Ghana, Senegal, England, Libya, Cuba, Egypt and the Dominican Republic. I am also bilingual--Portuguese as a second language.

I am an Afro-Latino. My father is from Porta Limon, Costa Rica and my mother who is an African-American, her father is from Jacmel, Haiti. My siblings were born and reared in Colon, Panama.

I am a former professional boxing sparring partner as well as former collegiate track runner for Bethune Cookman University.
  • 1. The Interest of the people comes before Party Politics. That is, our political system has become polarized and stagnant with juvenile petty partisan differences. In this light each party works tirelessly to establish sound bites, political theatrics and misinformation to negate the arguments of their competitor. Today's politicians who know little to nothing of American Political History; don't realize that our founding fathers saw politics as a gentile profession that fostered civility. Political leaders--the gentlemen of thought were viewed as the best of society; but today, the American people view both chambers as wealthy brats who have turned their backs on the American people. Congress will be the House of the People again.
  • 2. I will tell the truth. The political system has been regulated into the inner rings of Hades. It is the place where truth dies and double talk is born. Americans are strong, brilliant, and a resilient people. In addition, we are a forgiving people. But, when you filter the truth with lies, deceptions and made up enemies instead of taking responsibility of your own actions; Americans begin to resent their government. Our campaign will be honest and straight with our constituents, the voters. If given raw data of where we stand with homelessness, inflation, poverty, military conflicts, and other grave areas. Americans as a group, a nation will come together to find solutions to our problems. We aren't a Republic; we are a Democracy.
  • 3. Rebuild our District; Rebuild our American Infrastructure. The structural integrity of our infrastructure is falling apart. Electric grids, pipelines, roads, bridges, tunnels, airports, schools, hospitals fresh drinking waterways, and public buildings are in need of repair throughout the nation. However, the greatest infrastructure repair is with the American people. As a group--Americans feel betrayed, isolated, discarded by the government that they pay into and trusted. Americans feel that Congress and the Oval office give more favor to non-Americans. It is not that we are bigoted and hateful; but rather, hurt and rejected. We will bring a voice and a movement of hope & rejuvenation back to the American people.
1. Homelessness: 20,000 homeless people in the District; 7 million homeless in the USA. a National Disgrace.

2. Environment: Pollutes in Central Florida's Fresh Water supply is at a dangerously high level. Bacteria, chemicals has caused the rise of cancers in our region. Pollutes is having an effect on Black maternal mortality in child birth. Black women are dying 3 times the rate of their counterparts when giving birth.

3. Immigration: The rapid influx of illegal immigrants is taking a toll on the American economy, infrastructure, economy, and social welfare state. The divide is wide and potentially has the seeds of violence.

4. Housing, education, climate control and the military are other areas that we must address.
My father--Rev. Dr. Vibert White. He was a brilliant man who spoke at least five languages, built churches for the AME denomination in Panama, Jamaica, Haiti, Virgin Islands, Bermuda and throughout the USA. He was steadfast in the greatness of our culture and heritage and bold warrior against bigotry, racism and ignorance. I father stood against the KKK in southern Delaware in a defiant manner that was inline with famed human rights advocate Robert Williams of Monroe, North Carolina.

Courage--when my father was deported for entering the nation illegally he did not cry, moan, and protested to stay in the nation. He went back to Porta Limon, Costa Rica, got his papers in order and reentered the United States with dignity and strength. For his efforts he became successful businessman, pastor, diplomat and member of President Gerald Ford's Civil Rights Commission.

Genna Rae McNeil. "Groundwork: Charles Hamilton Houston and the Struggle for Civil Rights.

Both manuscripts, one authored by me, lays out a philosophy of constructive "social engineering" that focuses on creating a dynamic to make a better, and more holistic society. The major actor within this framework is Charles Hamilton Houston. Houston, the father of the Civil Rights Litigation movement who was influenced by Jewish legal scholar and Harvard Professor Felix Frankfurter who later served on the US Supreme Court urged Houston to develop a construct to review and analyze the law within the confines of making society better. With this perspective Houston went on to build Howard Law School into an amazing institution created a new "School" of learning--Civil Rights.

At Howard, Houston, the professor and Dean who became known as "Old Iron Shoes" stated that the representation of the polarized, the oppressed, the mistreated is the obligation of revolutionary attorney, politician, and the statesmen. In this light he stated, that the lawyer or politician was either a "social engineer that benefits the progressive growth of a people and society; or a parasite on society."

As the last student of Dr. Helen Edmonds, Ph.D &JD at OSU who served as an aid to Thurgood Marshall and I being the last academic to have interviewed Thurgood Marshall I am indoctrinated within political-academic thought that I am Social Engineer for good, peace, justice, freedom, stability and civility.
Being able to analyze, critique, and conceptualize large quantities of information so that you can synthesize and disseminate the material to the American people. Far too often Congresspeople and Senators vote on bills and sign them into law without having read the material. In fact, not even writing the arguments that they argue. The backward structure of not reading and not knowing is asinine. It does not line up with the blueprint that Americans are an intelligent group of people.

2. Secondly, the official must be independent in thought with strong constitutional convictions to their district. It is not brave nor admirable to always line of with a pack, group, or gang to make a point. In elementary school we referred to this action as following a crowd. They must have the strength to say no to political wolves who's only mission in congress is to make a political point as oppose to representing the will of the people.

3. Creativity: Being able to create a new dynamic that will serve the interest of the people. For instance, the Gun Laws and Affordable Housing programs are nothing more than rehashed policies from the 1990s. If the officers ideal of finding solutions rests with archaic views; that officer now becomes a parasite on the will of the people.
Being well read and always prepared for the unexpected. Courageous, detailed, and analytical. Having the ability to read between the lines to find gray areas of interest and civility during tough negotiations. Also, having traveled to over 100 nations I have an ability to understand cultures better than most individuals.
1. Know your position; the role of government; the significance of the House of Representatives. I believe that every elected officer should take a test on the branches of government, the constitution, and the rules of the chamber.

2. You must understand your mission. What is your role as a Congressperson. Within this framework you must know that you're there to represent the community that you're from. You're not in Congress to represent yourself!
3. Have a clear and appreciated value of the past and detailed vision of the future while sharing the values that your community enunciates.
4. Highlight the concerns of your community while aligning their views to larger American body of what is good for the nation.

5. Understanding that the position is not a career; but rather a vocation for the good of society.

Being able to stay quiet when you see overt injustice.
The quality is based within its original dictates. That is, the Framers of the Constitution through the "Great Compromise" focused building a body that represented the people and spoke for the people. In some circles it is called "The House of the People." However, the great uniqueness is that as it is the lower House Bills are developed, discussed, reviewed in committees, argued, voted on and if the Bill passes ( only if a simple majority passes it--218 of 435) goes to the Senate.

Congresspersons represent the State while Representatives reflects and heads a District. That is, Congressmen by the very function of the job has a closer relationship to the people of the District. As James Madison stated, the Representatives are completely moved and directed by the will of the people. It is the only branch of government that the people directly elected members of the Federal government.
No. But they should have an educational background that suggest that they can analyze, review, and synthesize great volumes of data for interpretation for the American people. Congress is one of the few institutions that do not formally or informally require some form of educational, managerial or business skill or experience. Even in mom and pop stores owners ask for some element of knowledge or experience. I believe individuals wishing to represent the people and the government should have basic understanding of how the government works, its history, and the character of the institution. Compared to legislatures in Brazil, Russia, China, South Africa, Japan and Ghana where you have a highly educated and accomplished group of leaders; we instead have entertainers, so-called celebrities, and show people who become our leaders. America is in a dangerous time. It is now time to focus on what is best for our nation and people and that starts with the election of competent and reliable people.
It is impossible to suggest that the United States has only one existential threat. The challenges facing America are conglomerated within various interest streams within the Congressional Halls. To suggest one major or greatest threat is too superficial and elementary. For example, some Congressmen suggest Russia is the the threat; others say climate change; while others say immigration. In reality, they are all interrelated. Therefore, within my analysis the greatest threat facing the United States is electing unprepared, unread, and political power hungry charlatans who's interest is self as oppose to the American people.
No. It should be two three year terms. Sadly, the majority of the people in Congress spend their time entertaining voters, rubbing elbows with lobbyist, and running for reelection instead of doing the will of the people. Two three year terms would end and dismantle the perpetual reelection binge.
The Political Leaders after the death of Franklin D. Roosevelt realized that we had come very close to having a dictator. Thus, term limitation were placed on future presidents. But it did not go far enough. Today, we have consensual group dictatorship within Congress that hordes power and directs the movement of our government. It is a unified shared governance of power that ignores the will of the people. Think about it. 82% of Americans believe in term limitations. The people understand as Lord Acton stated in 1902, "Power tends to corrupt , and absolute power corrupts absolutely." To save the Democracy term limitations is absolutely necessary.
Yes. But its a sad story. A few nights ago a father in Bithlo, a poor underclass white working district who contacted me because he lost his job, had no money for his rusting mobile home, and had very little food for his family of four children and spouse. I was able to get him the financial aide and food that he needed. The point, this is the reality of life for thousands of people in District-10.
Last week I happened to be in Dayton, Ohio. I had a meeting and I could not an Uber. So I had to take the city bus. After waiting 15 minutes the #4 Bus arrived in the front of the BOA. As I was getting ready to get on a bus; a little lady starred at me with deep eyes. Than she said, "Johnny where have you been?" I asked, "Ms. are you speaking to me?" She said, "Johnny, why are you treating me this way, I am your mother." I said, "Lady, I live in Florida--I don't know you." Now, she started screaming. Yelling, "Why Johnny are you treating me in this manner?" I now, I started getting a little scared. Than, a crowd started circling me, hollering, "stop treating your mom this way!" I am now really scared; I literally rushed to get on the bus. The lady followed, screaming, crying, yelling--"Please Johnny, don't do this!" As I took a step to get in the bus, the mad lady fell to the ground screaming, "Johnny," while pulling on my leg. I tried to shake her off. I cried out, "Help me! Anyone, Please--Help me." I tried to shake her off my leg, as she continued to pull on my leg. I screamed, "Lady, you're pulling my leg." In the same way, how I am pulling your leg. LOL
Some issues cannot be compromised. We should look for shared interest however in everything. A good negotiator understands the argument, the value of the stockholders, the gravity of the situation, respect of the opponent and that there is a line in the sand that cannot be crossed. But, never make vile threats. Such elementary behavior will destroy the basic thesis of the discussion.
Article I, Section 7 of the Constitution allows for the Origination Clause that governs bills for raising revenue. Instead of raising revenue I would begin by reducing the revenue flow. The United States is dangerously close to being a bankrupt nation. The continuation of raising revenue and printing money with little value will escalate to extreme inflation that will spurn sporadic depression and than a long term depression. Thus, as former President Nixon definitively changed the fundamental nature of the dollar in reference to the Gold. We must show a revisionist approach to reduce spending and to increase the value of the American dollar.
The investigative powers should be used in an ethical method to search for activities, policies and programs that fundamentally undermine self-determinist policies of the Democracy. However, it should never be used as a weaponized tool against political opponents nor in a way to punish American citizens for such things as journalistic integrity and whistle blowing. Unfortunately, recent rulings, bills and laws have been signed that have blurred the line between citizen privacy and international terrorism. The Congress has allowed the State Department, FBI and the CIA the luxury without filing court search or investigative orders to spy on American citizens in an extra-legal manner.

We have two "schools" of thought. That is, the economic transparency of individuals in office and two; the government's economic log book. There is an abundance of evidence from the research of many of my academic peers that Congresspersons and Senators has violated the trust of the American people by using inside information to enhance their own bank accounts. In addition, via "Open Secrets" various corporations, organizations have used monetary gifts to gain leverage and favor with political officers. In order to stop the political debauchery complete transparency must be made available to the American people so that they can see who's "paying their representatives."

Secondly, the country financially is headed in the wrong direction. Every month $1 trillion is added to the debt. Frankly, there is no way that the United States can pay for the debt. We do not only owe the American people money but such nations like England, China, India and Germany. Americans should know were their money has gone and the reasons that we're in debt. In addition, the American public should know that everyday more nations are replacing the dollar as their favorite currency of trade. The point, is that the citizenry should be aware that the moment of the Global South to replace the dollar will have grave effects in the domestic sphere of our lives. Americans should know what is taking place.
