Elections for five seats and one local ballot measure are taking place in three states—California, South Carolina and Wisconsin—on Tuesday, September 1, including two special primary elections and three recalls.

California:
Voters in the Golden Valley Unified School District will decide whether three trustees retain their jobs or are given the boot. Carla Neal, Kathleen Crumpton and John Moseley may be recalled from their respective Area 1, 2 and 4 seats on Tuesday for voting to remove district Superintendent Andrew Alvarado over the dissent of the other two board members, Mike Kelley and Steven Lewis.[1][2]

In February 2015, the board members targeted for recall voted to remove Alvarado as the district's superintendent. Fellow board members Kelley and Lewis vocally opposed the move, as did hundreds of parents and teachers who attended the board meeting. In order to end his contract early, the district was required to pay Alvarado a buyout of $135,699.[1]

The exact reasons for Alvarado's removal were not made clear, though Moseley said it was Alvarado's choice to "separate from the district on his own volition." In the wake of Alvarado's removal, the group "Parents, Teachers and Taxpayers to Recall Crumpton, Moseley and Neal 2015" formed and headed the recall effort.[1]

There is also a ballot measure for voters in San Bernardino County. If approved, the measure would change the annual parcel tax, a property tax based on units of property rather than assessed value, from $9 per parcel to $12 per parcel with an annual rate adjustment of 3.75 percent.[3]

South Carolina:
South Carolina's State Senate District 45 will see a special primary election on Tuesday to determine who will advance to the general election on October 20. The seat is vacant following the death of Clementa Pinckney (D) on June 17, 2015, in the mass shooting at Emanuel African Methodist Episcopal Church in Charleston. Eleven Democrats and two Republicans are vying for the seat. If a runoff becomes necessary, it will take place on September 15.[4][5]

Wisconsin:
Cindi Duchow, Scott Owens, Dave Westlake and Spencer Zimmerman will face off in the Republican primary in Wisconsin State Assembly District 99. The seat is vacant following Chris Kapenga's (R) election to the state Senate. No Democrats filed to run in the heavily Republican district.[6][7][8]

Duchow is the only candidate with prior political experience, having twice served on the Delafield Town Board. Meanwhile, Westlake, a former candidate for U.S. Senate, is the president of an asset management firm, Zimmerman is employed at a limousine company and Owens owns a bridal shop.[8]
