Noteworthy events
Misconduct hearing over inappropriate touching allegations (2019)
In July 2018, four individuals accused Hill of touching them in inappropriate and unwanted ways at an unofficial gathering of legislators on March 15, 2018: state Rep. Mara Candelaria Reardon (D); Gabrielle McLemore, the communications director for the Indiana Senate Democrats; Niki DaSilva, a legislative assistant to state Sen. Ryan Mishler (R); and Samantha Lozano, a legislative assistant for Indiana House Democrats.[5][6] Hill denied the allegations, saying, "At no time was my behavior inappropriate nor did I touch anyone in an inappropriate manner." One of the accusers responded to Hill's denial: "This was a pattern of behavior that was witnessed by many."[5]
Hill called for an independent investigator to look into the allegations.[7] On July 10, Judge Lisa Borges granted a motion from Marion County Prosecutor Terry Curry for a special prosecutor to investigate the accusations.[8] On October 23, 2018, special prosecutor Daniel Sigler announced he would not file charges against Hill.[9]
Gov. Eric Holcomb (R), State House Speaker Brian Bosma (R), and state Senate Leader David Long (R) called for Hill's resignation on July 5, 2018.[10] Lieutenant Governor Suzanne Crouch (R), Secretary of State Connie Lawson (R), and state Treasurer Kelly Mitchell (R) also called for Hill's resignation on July 6, 2018.[11]
On October 21, 2019, the Indiana Supreme Court Disciplinary Commission convened a hearing related to 2018 allegations that Hill had inappropriately touched a lawmaker and three staff members at a party following a complaint of professional misconduct filed by Andrew Straw.[12] Throughout the week, the commission called more than a dozen witnesses to testify in the case, and Hill defended himself on the stand.[13][14] The commission filed an administrative complaint against Hill on March 19, 2019, which led to the October hearing.[15][16][17]
On December 16, 2019, the Indiana Supreme Court Disciplinary Commission filed a proposal to suspend Hill's law license for two years. The proposal was a non-binding recommendation for the hearing officer in the disciplinary case. Hill's attorneys argued that his behavior has no bearing on his license to practice law. These recommendations were both submitted to the case's hearing officer prior to submission to the Indiana Supreme Court.[18]
On February 14, 2020, a recommendation from a hearing officer, Myra Selby, was released recommending Hill's law license be suspended for a minimum of 60 days.[19] Judge Jane Magnus-Stinson then dismissed the civil case against Hill in March 2020, stating that despite her opinion that Hill's actions were "disgraceful and reprehensible," they did not amount to a violation of federal law.[20]
On March 16, attorneys for Hill argued against claims of professional misconduct, saying "The disciplinary system is a mechanism to hold him accountable for alleged acts undertaken in his role as a lawyer, not in his role as Attorney General or private citizen Curtis Hill."[21]
On May 11, 2020, the Indiana Supreme Court unanimously ruled against Hill and suspended his law license for 30 days beginning on May 18, 2020.[1] In response, Hill wrote on Twitter, "I accept with humility and respect the Indiana Supreme Court’s ruling of a 30-day suspension of my license with automatic reinstatement.” Hill also wrote that the chief deputy attorney general would assume Hill's legal duties until Hill's automatic reinstatement on June 17.[22] Gov. Holcomb filed an emergency motion with the Indiana Supreme Court on May 12 asking whether Hill's suspended law license created a vacancy, which would be up to Holcomb to fill.[23] On May 18, the court denied Gov. Holcomb's motion asking the justices to clarify Hill's status as attorney general.[24]
