Three seats on the Capistrano Unified School District Board of Trustees were up for general election on November 4, 2014. Seats from Trustee Areas 4, 6 and 7 were up for election.[1][2] Candidates Craig P. Alexander and Martha McNicholas ran for the open Trustee Area 4 seat, with McNicholas winning. Trustee Area 6 incumbent Ellen M. Addonizio lost to challenger Gila Jones, and Trustee Area 7 incumbent Lynn Hatton-Hodson won re-election against challenger Julie Collier.[3]
About the district
Capistrano Unified School District is located in Orange County, California. The county seat of Orange County is Santa Ana. Orange County was home to 3,114,363 residents in 2013, according to the United States Census Bureau.[4] In the 2011-2012 school year, Capistrano Unified School District was the 10th-largest school district by enrollment in California and served 53,170 students.[5]
Demographics
Orange County outperformed the rest of California in terms of education achievement in 2012. The United States Census Bureau found that 36.6 percent of Orange County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Orange County was $75,566 compared to $61,400 for the entire state. The percentage of people below poverty level for Orange County was 11.7 percent while it was 15.3 percent statewide.[4]

Voter and candidate information
The Capistrano Unified School District Board of Trustees consists of seven members elected to four-year terms by specific geographic districts. There was no primary election, and the general election was held on November 4, 2014. The seats from Trustee Areas 4, 6 and 7 were up for election in 2014, and the seats from Trustee Areas 1, 2, 3 and 5 were up for election in 2016.[1][2]
School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[7]

Endorsements
The Republican Party of Orange County endorsed Trustee Area 4 candidate Craig P. Alexander, Trustee Area 6 incumbent Ellen M. Addonizio and Trustee Area 7 candidate Julie Collier.[8] The California Charter School Association (CCSA) Advocates and the Lincoln Club of Orange County, as well as California Senator Mimi Walters (R), California Assemblywoman Diane Harkey (R), California Assemblyman Don Wagner (R) and Capistrano Unified School District Board of Trustees member Jim Reardon, also endorsed Alexander, Addonizio and Collier.[9][10][11][12] Addonizio and Collier were also endorsed by the California Republican Assembly (CRA) and the Talega Residents for Fair Taxation.[10][12] Collier, along with Alexander, were also received the endorsement of the Atlas PAC.[11][12]
The Democratic Party of Orange County endorsed Trustee Area 6 candidate Gila Jones.[13] The Capistrano Unified Education Association also endorsed Jones, as well as Trustee Area 4 candidate Martha McNicholas and Trustee Area 7 incumbent Lynn Hatton-Hodson.[14]
As an incumbent of the board, Addonizio gave endorsements to Alexander and Collier.[11][12] Hatton-Hodson also gave endorsements. She endorsed Jones and McNicholas. Capistrano Unified Board of Trustees member Gary Pritchard also endorsed Jones and McNicholas.[15][16]
McNicholas was further endorsed by Capistrano Unified Board of Trustees member John Alpay and former member Anna Bryson.[16] Board member Amy Hanacek endorsed Jones.[15]
Alexander was further endorsed by the Conservative Republicans of California, U.S. Representative Dana Rohrabacher (R) and State Assemblyman Allan Mansoor (R).[11] Collier's additional endorsements included California United to Reform Education (CURE), Family Action PAC and State Senator Bob Huff (R).[12]
Campaign finance
Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[17]
Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[17]
Reports
The Orange County Registrar of Voters does not publish and freely disclose school board candidate campaign finance reports that were filed by paper in their office. Ballotpedia staffers directly requested this information, but the municipal office refused those requests to make that information public.

Issues in the district
New superintendent starts
In August 2014, the Capistrano Unified School District welcomed Kirsten Vital as its new superintendent. Before serving Capistrano Unified, Vital served for over five years as Alameda Unified School District's superintendent. She left her former district with two years left on her contract. Vital succeeded Joe Farley, Capistrano Unified's former superintendent who officially retired July 1, 2014. In addition to her work in the Alameda Unified School District, Vital also previously served as an administrator in the Oakland Unified School District and the Los Angeles Unified School District.[18][19]

This election shared the ballot with general elections for seven U.S. House seats, several state executive offices, three state Senate seats and seven state Assembly seats. It also shared the ballot with a number of other school board elections and municipal elections.[21] Two countywide ballot measures were also on the November 4, 2014 general election ballot.[22]
