Bye served in the Army as an enlisted soldier and a commanding officer. After retiring from the Army, Bye became a fishing guide.[1][2]

I am Chris Bye. I am a husband, father of 4 growing young adults, Combat Veteran, community volunteer, fishing guide, and typical Alaskan. I am running because both primary political parties have run this nation into the ground. They both have forsaken Freedom and Liberty by transitioning away from governance and towards activism and corporate protectionism. Both parties are to blame for the $30.5T national debt, 20-plus years of war, the nefarious Patriot Act (now renamed USA Freedom Act), countless mandates, and ever-growing regulations preventing growth and opportunities. I can no longer sit on the sideline and settle for the lesser of two evils. I firmly believe typical Alaskans, statewide, can make better decisions than professional and groomed politicians.
  • Nobody cares more for Alaska than Alaskans. Every two to four years Congressional and Presidential turmoil bent on activism rather than governance has a direct and detrimental effect here in Alaska where natural resource development is our foundational economic driver. Natural resource development sustains our education system, our medical system, some of our roads, and other pieces of our infrastructure. Clearly, there is a balance but the draconian one size fits all regulations often driven by activists, rather than the local citizenry, are oppressive and smothering our state’s potential. DC politicians driven by power and re-election desires fail to meet the needs of Alaskans statewide. Alaskans with help from the University Syste
  • There are 36m acres owed to the people of Alaska still retained by the Federal Government. That land, the size of West Virginia and South Carolina combined represents opportunity for recent professionals graduating from the Alaska University System, in fact for all Alaskans and separating military service members. We have been a state since 1959 and yet we are still waiting on the turnover. Together with my first concern, Alaska can work on becoming self-sufficient with a sustainable natural resource development that is beholden to Alaskans. It will be my top goal to complete this 63-year promise. It’s Time Alaska.
  • Fishery management has succumbed to the lust of the commercial industry at the expense of ALL ALASKANS. Salmon is a statewide issue and what happens in the oceans has upriver effects. The North Pacific Fishing Management Council develops regulations for the waters surrounding Alaska has failed Alaskans. Their regulations notoriously favor the commercial industry which has seats on the board. Washington and Oregon even have seats on this board. However communities such as Bethel, Galena, Fort Yukon, or Chitna are not represented at all, where the subsistence harvest for Salmon is extremely important to our way of life. We must get representation on the council making it repsonsive to our needs not the industry.
1) When we resound to voting for the establishment party picks, hold our noses and choose the lesser of two evils we get the disaster we call DC. Corporate bailouts, Military boondoggles, $30.5T of debt, secret courts… Both parties got us here with help from us, weak-minded voters who refused to see the historical facts. I am as guilty as the next on this.

We often see the slogan Home of the Free because of the Brave. We attribute this to Military Service Members and First Responders. I would ask that you rethink this. We are free because voters bravely vote. I do not care how you voted in the past; I care about your future vote. That vote represents freedom and future opportunity. Please vote. It’s Time Alaska.
2) Energy Policy. We have been given a false premise that America cannot have a diverse Energy Policy; it’s either Big Oil/Fossil Fuels or renewables. The truth is that we need both plus nuclear, hydrogen, and any other energy source. Diversity is the key to a sustainable and strong energy policy. Deregulation allows for increased development. Allow Alaskans to determine the pathway forward. Together with professionals being created at our trade schools, union facilities, and Universities we can bring sustainability and efficient methods of energy development to the market. It’s Time Alaska.

3) Balanced Budget. Congress will continue to enslave current and future generations without concern, that $30.5T of debt was created by both parties.
This list is long. Let's take the top four.

1) There is a long list of Warriors I have had the pleasure of serving with. Some were higher ranking and some lower Enlisted. They all had one thing in common: to serve each other regardless of the hardships and trials. While I hated being a pawn for the Republicans and Democrats, my time served at home station and deployed really pushed my desire to serve everyone.

2) My Mexican-Texan Grandfather, Theodoro Fierros. This Korean War Combat Veteran decorated twice for valor laid down the pathway that discrimination is not an excuse for not doing one's duty honorably. Grandpa rarely talked about Korea but occasionally while fishing he would tell me stories of brave Korean teenagers as young as 12 hauling ammunition and fighting alongside him and his fellow Soldiers. Being one of few non-white Soldiers, Grandpa put up with crap only to show those weak-minded individuals he would surpass their expectations continuously. Whether as an Army Boxer or an Air Force NCO training future Officers or as a mentor at Church, Grandpa served his community until the day he passed away. I'll never forget his accented voice, "Mi hijo, dos cervazas por favor".

3) Ron Paul. His book "Liberty Defined" changed the way I look at political parties. I encourage everyone to read this book. Add in Milton Friedman and Thomas Sowell, two diverse thinkers who came to the same conclusion that decisions made by a centralized government power will always turn out poorly for almost everyone.
Local Control/Local Accountability

4) There was a man who lived many centuries ago and told us to love everyone. Everyone- not just the ones we agree with or the ones we liked. Love everyone including our enemies and those that hate us. He did not promise it would be easy nor always fruitful but that it was necessary. It wasn't an edict for the government but for each one of us. It wasn't a mandate, it was careful mentorship.
John Lennon was shot in NYC on Dec 8 1980 shot by Mark Chapman. I was 6 years old. I recall the radio station and the TV stations playing Imagine, Revolution, Dear Prudence, and a litany of other John Lennon and Beatles recordings.
Worked at a pizza joint at night and life-guarded during the day. Worked both for over a year before moving on to other jobs.

The waitresses, cooks, and pizzeria owner taught me a tremendous amount about treating everyone with dignity and respect. More importantly, they instilled a workplace team environment that I carried into my 20-year military career.

Life-guarding was my first step in helping folks where they were; whether it was teaching folks how to swim, dealing with fights, or dealing with local thugs. So while at night I had workplace teamwork drilled into me during the day I watched over 50 plus kids and parents at a local pool.

MANAGEMENT OF NATURAL RESOURCES

Everchanging erratic federal requirements developed by outsiders located in the DC Beltway undermine Alaskans’ ability to develop natural resources effectively, sustainably, and safely. This has a direct impact upon the citizens of Alaska. It affects how we heat homes, pay our rent/mortgages, and put food on our tables. The idea that the Federal Government controls nearly 61% of the land in Alaska is an anchor around our necks. Chris will emphasize local control for our state’s natural resource development at every opportunity. Chris will work tirelessly to prevent outside policy makers from strangling our livelihoods and impairing our state’s financial capability. With the copious amounts of money funneled into our University System, graduates ought to be able to develop our natural resources in a balanced method safeguarding the environment from catastrophic impacts, ensuring safety, and maximizing yield.


NATIONAL DEBT

Within days our National Debt will be 29T Dollars. Each American woman, American man, and each American child owes $87,063. Are you getting your money’s worth? It is 126% of our Gross Domestic Product. This is unsustainable. Republican and Democratic Congressional representatives however worry about re-election and special interests above Freedom and Liberty. While they elect to spend more money, they have the audacity to discuss extending the debt limit. Indentured servitude was made illegal with the 1867 Congress and yet these representatives continue to enslave future generations. Chris sees this as financial theft, generational financial fratricide. Chris desires to see the budget reduced to less than 80% of the GDP in four years. This can only be accomplished through aggressive cuts in spending. Chris believes spending cuts of 10-15% is a good start. Atop this proposal Chris proposes a 15% cut in personnel across the Federal Government. With a further cut in spending of 10% cut in FY 2026. If a proposed bill adds to the debt Chris’s answer will be NO! Chris supports the Balance Budget Amendment to the Constitution to prevent taxation of future generations without their consent.


AUDIT THE FED

We must demand audits that have punishable repercussions. In 2018, the Department of Defense was tasked to complete an annual audit. Three years later they have failed to completely account for one year’s worth of spending. No one has lost their job over this. Why? Yet the 2022 National Defense Authorization Act will be signed giving more money to the very organization that cannot track what they currently spend. If the DoD has a thorough lack of accountability, imagine what the rest of the Federal Government accountability process must look like. Chris will demand DoD fulfill its obligation by withholding funding. Within weeks of his arrival in DC, Chris will submit a bill for the audits of every Federal Organization. It will include a back brief requirement to ensure the American People know who is the accountable person tasked with handling the audit. Chris’s bill will ensure failure to satisfactorily complete the audit results in punitive damages and a potential loss of funding. The American People deserve to know what every penny of their taxes are funding.


UNCONSTITUTIONAL MANDATES

For years, we have sat idly by while Washington delivers edict after edict. Those days are over. Chris will not sit by while the Federal Government intrudes further into our lives. We all should question authority especially when the Federal Government acts outside its powers. The glaring silence of our congressional delegation until recently regarding the COVID Vaccine mandates has been appalling. Even after nurses and other professionals were forced out of the healthcare system, potentially endangering patients, our three representatives remained silent. If Executive Orders or Executive Branch guidance strays beyond their constitutional authority, Chris will challenge each from the start. He will not wait for public opinion polling before voicing opposition to unconstitutional regulations and mandates.


MILITARY

As a combat Veteran, Chris has seen firsthand the Military Industrial Complex’s rigorous lobbying efforts. The influence of retired senior military leaders within the Defense industry has a direct impact upon the acquisitions process. Chris would add to the National Defense Authorization Act a requirement that would limit retired Admirals and Generals from employment with Defense Industry and its contractor force. Chris has witnessed the excesses within the manpower requirements inside the Department of Army. It’s time to reduce this to a sustainable level. Chris supports a 15% reduction in the overall DoD Civilian workforce to produce a more agile and justifiable foundation for the combat readiness and power projection. Chris supports the closure of many permanent overseas bases to further reduce spending and reduce likelihood of military entanglements. Chris supports active Congressional involvement using Article 1 of the United States Constitution in preventing the Executive Branch from engaging in armed conflict without the explicit authorization of Congress.


DEPARTMENTS, COMMISSIONS, AND ORGANIZATIONS

The executive branch is made up of numerous extra-legislative powerful entities. These entities have been allowed to develop laws with punitive repercussions. Laws come from only one Branch of the United States Government, the Legislative Branch. The current arrangement provides a veil of protection for our elected representatives since often faceless bureaucrats are making these laws. These unelected officials are further protected through a web of Federal Employee Protections which prevents the termination of their employment therefore they are not accountable to the Citizens of the United States. It is time to review these entities. Their laws should be immediately reviewed, debated and voted upon by congressional elected representatives. Chris recommends sunset clauses for each requiring congressional review in order to prevent the entities from creating and executing additional laws beyond those approved by Congress and signed by the President. Many of these entities could be stricken from the funding bills and allowed to retire such as the Import-Export Bank. Executive Departments such as the Depart of Commerce or Labor and others could be reduced in size; potentially even phased out.


FOREIGN POLICY

Our disjointed Foreign Policy fails to promote democracy while supporting special interests aboard. While deployed in Afghanistan, Chris witnessed the failed State Department initiatives that were culturally ignorant or disingenuous which created powerful and wealthy regional leaders out of step with democratic values. It is time for a targeted foreign policy that does not bend toward special interests but towards Freedom and Liberty. The idea that money by can promote Liberty and Freedom while securing safety for Americans aboard is naïve- on the edge of dangerous. Taken from the State Department website:

“Today, the primary responsibility of the U.S. Department of State and its employees is to fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives while building a freer, prosperous and secure world.” (careers.state.gov/learn/what-we-do/mission)

Chris contends, like with most government overreach, the State Department fails to meet this mission statement globally. A smaller, leaner, more fiscally restricted State Department would require a more focused approach allowing many regions to determine their own development direction without overwhelming interference by the United States and corporate protectionism.


SECOND AMENDMENT

As an avid outdoorsman, fishing guide, former youth shooting coach, and Combat Veteran, Chris strongly supports an individual’s right to own firearms. Chris strongly encourages every firearm enthusiast and hunter to take training and practice regularly. Chris will vigorously fight any attempt to restrict this basic right for self-defense, hunting, collecting or for mere pleasure.


MARIJUANA LEGALIZATION

The Alaskan people have elected to support the legalization of cannabis products. It is time for the Federal Government to recognize the will of the people. Obviously, the easier answer is to remove the government from the problem set by legalizing cannabis similar to alcohol or cigarettes. In lieu of this, the SAFE Banking Act was introduced in 2019 to enable banking transactions for cannabis retailers and consumers. Chris strongly supports the SAFE Banking Act and would work with Sean Thorne and Senator Sullivan to invigorate this stalled piece of legislation.


PATRIOT ACT

Chris supports the absolute repeal of this authoritarian legislation. The United States of America is no place for domestic surveillance, militarization of police forces, and secret courts. Period. These are tools of dictatorships not of Freedom and Liberty.


EDUCATION

Chris greatly admires the Teachers, Educators, and Parents of Alaska. Preparing future business leaders, accountants, shop owners, and professionals is a worthy cause. Alaskan Students have it better than most students nation-wide with a mix of traditional public schooling, homeschooling, distance learning, and residential secondary school options. Even so, there is room for improvement. Implementing a school voucher system provides the maximum opportunity to Students with parental controls and implementation. Vouchers offer the freedom for musically inclined Students to further their passion. School Vouchers give future problem solvers opportunities to discover and dive into science or business. Parental involvement enables concentrated focus into subjects and disciplines that current general public education system cannot provide. School vouchers can maximize potential of quick learning Students while provide specified instruction for subjects that some Students struggle with such as reading or math. Public school and residential schools could continue with parents submitting their vouchers directly to the school system while other Students could be educated along a different pathway. With the primary goal to produce educated Students, I would expect Public School Administrations, Municipal School Boards and Teacher Unions to be willing to support Educators/Teachers who are looking for different ways develop Students outside of the tradition one size fits all that 90% of public schools provide. I would also expect these organizations to support the choice of Teachers/Educators who are looking to educate outside the public school system since the primary goal remains the same, educated Students. School vouchers open the field to the wide world of learning. A win for Alaska, a win for Teachers, and a win for Students.


HEALTHCARE

Where the federal government fingers touch, regulations appear and cost goes up. The free market without governmental restrictions can support the technological advancements and procedures that a burdensome government bound system cannot. Chris believes that Certificates of Need for establishing hospitals and clinics should be abolished as such this government requirement allow for the sole protection of one entity, in effect a monopoly on the healthcare of Alaskan citizens. Chris firmly agrees that healthcare insurance should be available for purchase across state lines.


TERM LIMITS

Chris favors term limits as established by the citizens of individual states. He is dedicated to serving three terms in the House of Representatives. This is to allow for other bright Alaskans to serve with distinction carrying the torch of Freedom and Liberty. Every Alaskan should have the opportunity to serve. Chris believes Citizen-Legislators provide better representation of the state’s constituency. Bob Inglis said it best, “Asking an incumbent member of Congress to vote for term limits is a bit like asking a chicken to vote for Colonel Sanders.” Former Representative Henry Hyde summed it up during the mid-90s hearing on term limits, “In times of crisis we need professional politicians and policy makers with experience.” These professional career politicians and policy makers have given us a failed foreign policy, a government takeover of the healthcare system, regulations that have created an unbelievable trade deficit, the Patriot Act, an invasion and occupation of Iraq, a 20 year war in Afghanistan, a national debt of 29T Dollars, and the premise of vaccine mandates.


ENERGY

Europe attempted a grand challenge to transform its energy sector to renewables only to discover that current efficiency and capability are lacking. We could ship more solar panels to Western Europe. However, even with every home covered in solar panels, the German Government believes it would still need to import prodigious amounts of gas and coal to continue manufacturing and modern conveniences. This requirement forced West Europe to remain reliant on energy from an evil government. In essence, Western Europe pays Russia for energy, funding its warmonger ways in Ukraine.

Renewables ought to be a part of the energy sector, perhaps once the technology catches up with demand, a significant source. Strategically placed windmill farms, while unsightly to some, could provide relatively reliable power to Alaskans. Unalakleet has a small wind farm and has produced significant amounts of energy for the coastal town.

As part of an energy policy, petroleum and coal must be considered nationally since renewable energy sources cannot provide enough power to run modern conveniences such as air conditioners, electric heaters, power your EV, your laptop, street lights, stores, and shops, etc. Using the Juneau electric bus as a working example, such an endeavor currently in Fairbanks or even Anchorage would be fiscally and resource folly. That brings us to current energy sources, coal and petroleum. Reliance on out-of-state fuel is choking us. The University System is producing graduates in fields that should be able to create safe and efficient petroleum and coal plants. It is time Alaskans capitalize on the funding we have been providing to the University System.

We must think outside the box to return to Alaskan energy independence. It must be redundant and diverse. It should include geothermal, wind, solar, coal, natural gas, and even self-contained nuclear power cells. I would encourage folks to watch videos on renewable energy and nuclear power; check out this TED Talk with Michael Shellenberger (https://www.youtube.com/watch?v=ciStnd9Y2ak). Perhaps the micro nuclear reactors such as the one DoD is contemplating to support Eielson Air Force Base near North Pole, AK could be an answer for numerous bush villages. However, any Federal funding brings chains with it. I am not in favor of being chained to any bureaucrats.

Big dream…. Natural gas plant in Prudhoe. Installation of long-distance high voltage lines to carry power to Galena to be distributed across the Yukon Valley and out to Fort Yukon and Eagle. Imagine the reduced need for generator fuel up and down the Yukon and elsewhere. The local generators would be kept in mothball status for emergencies. A former Independent turned Democrat Governor Walker, promised us a natural gas pipeline an administration ago; perhaps it is time to realize this pipeline differently. Brazil, Norway, Denmark, and Iceland use high voltage transmission lines to carry reliable power to their cities and towns.


FISHERY MANAGEMENT

Like other renewable natural resources, fish stocks should be preserved for future generations of Alaskans. We understand commercial fishermen have a livelihood they wish to continue and pass on. Likewise, we fully support upriver communities and environments therefore we must find a balance to preserve Liberty and Freedom for current and future generations. This should be considered a continuing discussion.

1) North Pacific Fishery Management Council (NPFMC) controls at the federal level the waters around Alaska. Based purely on economics, Washington and Oregon have secure positions on the council and their own, the Pacific Fishery Management Council. Sorry, Washington and Oregon but you have your own home waters, those pivotal positions belong to upriver communities such as Bethel, Aniak, Galena, Ruby, Fort Yukon, and Eagle. In Congress, I will work to make this a reality by leveraging all bureaucratic entities, the Alaskan Leadership, Municipal Leadership/Spokesmen, and Native parties.

2) Increase marketing from boat to customer by reducing federal regulations and corporate protections. This virtually costs the taxpayers nothing but it does hurt the politicians financially as reduced corporate protections mean less political donations.

3) Look at breeding sites and create a maritime sanctuary with a protection zone with a radius of 25 or more miles. We could trade federal lands for this maritime sanctuary. Implement boat seizures and other harsh penalties for operating within these radii.

4) Bottom trawling is not sustainable and should be pushed beyond the 200-mile limit. Further, the nets ought to be reduced in size and fitted with deployed tracking technology similar to truck driver systems that monitor movement and time. This information along with depth allows for enforcement and research without a heavy cost.

5) Taxpayers have been funding countless research projects regarding fisheries. I would like to see some conclusions with recommendations on how to reduce by-catch. Conversely, I would like to see what the fishing industry has to offer in reducing by-catch. Lastly, the market has a say, what are consumers willing to accept?

We received a number of other inputs such as non-Alaskan boats participating in a lottery in order to operate within the NPFMC region. Additionally, increase recreational sportfishing and upriver presence on the State Fisheries board to reflect the state-wide impact of fisheries management. This however is a State level issue, not a Federal one. We received many suggestions and I would strongly encourage this discussion to continue.[3]
