Herschel Franks
Herschel P. Franks was a judge on the Tennessee Court of Appeals. He was appointed to the court by former Governor Ray Blanton in May 1978 and was retained the following August.[1] He was retained again in August 1982, 1990, 1998, and 2006, and his last term was set to expire in 2014. In 2004, Franks was elected presiding judge of the court. Franks retired from the Tennessee Court of Appeals on December 31, 2012.[2]
Education
Franks received his undergraduate degree from the University of Tennessee-Martin and the University of Maryland. He then received his LL.B. from the University of Tennessee in 1957.[2][3]
Career
Franks began his legal career in 1959 working as an attorney in private practice. In 1970, he was appointed chancellor for the Third District Chancery Court. Franks held this position until 1978, when he was appointed to the Tennessee Court of Appeals.[2][3]
