Biography

Joshua Watkins was born in Miami, Florida. He attended Murray State University and earned a bachelor's degree from the University of Kentucky in 2010 and a graduate degree from Northcentral University in 2022. His career experience includes working as a government administrator, community advocate, and grassroots organization advisor. He has been affiliated with Kappa Alpha Psi Fraternity, Incorporated, Waterfront Development Corporation, and the Kentucky College of Art & Design.[1]

Born as the middle child of five to Harley and Mary Watkins, both dedicated to ministry, I learned the value of service early in life. My innate curiosity and ‘gift of gab’ often led me to question the world around me, a trait encouraged and nurtured by my family. A vivid childhood memory is a paper I wrote in first grade, expressing my dream to become a US Senator. A path toward public service was set out for me from the beginning.

I am passionate about lifelong learning, which began early in life. A thirst for knowledge led to a unique educational journey, exploring various topics among my peers. Education broadened my horizons, laying the foundation for my future pursuits. In college, I delved into Community Leadership Development, focusing on Public Service and Leadership, driven by a desire to understand the dynamics of community organization and collaboration. My academic journey continued with a Master’s in Business Administration, specializing in Public Administration, to explore the intersection of government, community, and business.

With nearly a decade in local government, serving in real estate, community development, project management, and performance improvement roles, I’ve come to believe in a dynamic, efficient government. My experiences have taught me that governmental challenges cannot be tackled in isolation; they require robust institutional partnerships for lasting change.

The ideal relationship between the governor and state legislature is one of collaboration and mutual respect, where both branches of government work together to address the needs and priorities of the state and its residents. This includes open communication, willingness to compromise, and a shared commitment to advancing policies that serve the best interests of the people. While there may be differences in opinion and approach between the executive and legislative branches, a productive working relationship is essential for effective governance and the successful implementation of policies that benefit all Kentuckians.
Over the next decade, Kentucky faces several significant challenges, including economic recovery and growth, healthcare access and affordability, education reform, infrastructure development, and addressing systemic issues such as poverty and inequality. Additionally, tackling environmental concerns, including climate change and ensuring sustainable development, will be crucial for the state's long-term prosperity and well-being. As a state representative, addressing these challenges will require strategic planning, collaboration, and innovative solutions to build a brighter future for all Kentuckians.
While not essential, having experience in government, whether at the local level or through community involvement, can be beneficial for state legislators. It provides valuable insights into the legislative process, understanding of governance structures, and familiarity with policymaking dynamics. However, what ultimately matters is a genuine commitment to public service and the ability to effectively advocate for constituents' needs, regardless of prior experience.
Yes, building relationships with other legislators is crucial for effective governance. Collaborating with colleagues across the aisle and within one's party fosters dialogue, compromise, and consensus-building, leading to more robust and balanced policymaking. These relationships enable legislators to better represent their constituents, navigate the legislative process, and achieve meaningful results for the community. Additionally, partnerships with fellow lawmakers can facilitate the exchange of ideas, promote bipartisanship, and enhance the overall functioning of the legislative body.
While my current focus is on serving as State Representative for District 42, I am open to exploring opportunities to further contribute to public service in the future. My commitment remains steadfast in advocating for the needs and priorities of my constituents and working diligently to address the pressing issues facing our community. Any decision regarding future political endeavors would be driven by a desire to continue serving the people of Kentucky to the best of my ability.
One story that deeply resonated with me was from a senior constituent who is struggling to stay in the home they've called home due to a fixed income and rising housing costs. They shared their fears of being displaced from the community they've known for generations. This story reinforced my commitment to advocating for policies that ensure housing affordability and security for all residents, regardless of income level.
Yes, the legislature should play a role in overseeing the use of emergency powers to ensure accountability and transparency in decision-making. While emergency powers are necessary to address urgent situations, they should be granted with appropriate checks and balances to prevent abuse of authority and protect the rights of citizens. The key to this power is a legislature that isn't driven by partisan politics. In times of emergency, partisanship costs lives.
